How to Add Telemarketer in BSNL for PE-TM Binding Chain?
Important Directions issued by Telecom Regulatory Authority of India (TRAI), Government on India on 20.08.2024 and 16.02.2023 to curb the misuse of Headers and Content Templates and to curb unauthorised activities using telecom resources.
As per the latest TRAI Directions, all Principal Entities (PEs) are required to disclose the entire chain involved in SMS communication, including the Telemarketer-Aggregation function and Telemarketer-Delivery Function, between the PE and OAP (Originating Access Provider).
According to Clause 10(c) of the TRAI Directive dated 20th August 2024, effective from 1st December 2024, all messages must be traceable. Any message where the telemarketer chain is undefined or incomplete will be rejected by Telecom Service Providers (TSPs). Further as per the direction dated 28.10.2024, the date for rejection of SMS in case the chain is undefined or incomplete has been extended till 1st December 2024; however it has to be ensured that all the Principal Entities (PE) and Telemarketers (TM) shall complete the PE-TM chain binding at the earliest to avoid disruption in the transmission of messages.
It is to inform that BSNL is going live with the above mentioned directions from 1st December 2024 as per the directions from TRAI.
BSNL DLT portal has been made live PE-TM Binding from 24th Oct’24 (Evening) to register the complete telemarketer chain (PE → Telemarketer-Aggregation Function → Telemarketer-Delivery Function → OAP).
To avoid any disruption in the A2P services being provided by BSNL, Please ensure your respective chains are prepared and registered on BSNL DLT on or before 1st december 2024.
It is pertinent to mention that, the entire chain, from PE to OAP must be registered on the DLT platform with all telemarketers involved being included in the declared chain. The chain from PE to OAP for message delivery may be through a single Telemarketer with delivery function or through a multi-party chain of Telemarketer Aggregation Function and Telemarketer Delivery Function.
The total number of TMs in a chain should be maximum 3 ( which includes the Telemarketer-Delivery Function).

Add Telemarketer in BSNL for PE-TM Binding Chain
TRAI has made it compulsory for all bulk SMS senders to complete the principal entity and telemarketer binding chain to prevent any disturbance.
If you are registered as a principal entity on BSNL then follow these steps to Add Telemarketer in BSNL for PE-TM Binding Chain.
1. Login to “BSNL” DLT portal

2. On the DLT Home page, you will see the option of Chains, click on chains option and further click on “+New Chain” tab
3. Enter the “Telemarketer ID”: 110100001297 The telemarketer’s name will show as MicroNet Infocom & Logistics Pvt Ltd
4. Click “Submit”
The status of the chain will display as “pending“.
Next Steps:
1. Email [email protected] to approve your request on the DLT portal.
2. After our approval Login again to your DLT portal and approve the chain.
