Housing Minister Paul McLennan MSP Highlights Importance of Professionally-Managed Rental Homes on Visit to Casa, Vista Park in East Glasgow

Scottish Government Housing Minister Paul McLennan highlighted the increasingly important role of purpose-built, professionally managed rental communities in Scotland during a visit to Casa, Vista Park, a thriving rental neighbourhood in the heart of Springboig, Glasgow.

Owned and operated by Casa by Moda since November 2022 and built by CCG, the neighbourhood consists of 156 houses and low-level apartments for rent along with outdoor community spaces and facilities, and has since become a prime example of how professionally managed, purpose-built rental communities can play a hugely significant role in helping to solve Scotland’s housing emergency, providing homes for communities across a diversity of lifestyles and requirements.

During a tour of the neighbourhood the Minister explored how the growth of the Vista Park community has attracted a blend of key workers, young families, downsizers and more.

With every phase of the neighbourhood pre-let ahead of launching, Casa, Vista Park has proven the strong demand for professionally managed family housing. The community, which is two homes away from being fully let, is home to a diverse demographic, with 47% of households including children and 43% with pets. Notably, one-third of residents work in the public sector, highlighting the accessibility of these new homes to key workers.

During the visit, the Minister praised the innovative approach. He said: “Casa, Vista Park demonstrates the transformational potential of purpose-built rental communities in helping address Scotland's housing crisis. By offering professionally managed, energy-efficient homes that meet the needs of families and key workers, this model provides a sustainable and inclusive solution to our housing challenges. It’s an excellent example of how the build-to-rent sector can work collaboratively with local developers and operators to create vibrant, community-focused neighbourhoods.”

“Casa, Vista Park is a testament to the power of collaboration and innovation in addressing Scotland's urgent housing needs. We’ve created a place where families can thrive, offering the space, security, and sustainability they deserve. Our commitment to long-term management means residents can truly feel at home, with the knowledge that their needs will be met for years to come.”

Jane Wood, Chief Executive of sector body Homes for Scotland, which represents organisations together delivering the majority of homes across tenures in Scotland, said: “Today’s visit by the Minister is welcome recognition of the significant role that build to rent homes have to play in addressing Scotland’s national housing emergency.? I hope it also demonstrates to him the importance of encouraging further investment in this key sector.”

CCG Director, Calum Murray, said: “Having led Casa, Vista Park entirely from land acquisition through design and into construction, CCG has demonstrated the full extent of our in-house capabilities to unlock brownfield sites and create high-quality places to live. In collaboration with Moda, we have delivered a genuinely novel and transformational solution that is of immediate benefit to both the local community and the wider city region amidst the ongoing housing crisis.”

Casa, Vista Park serves as a model for replicating success in other parts of Scotland. It highlights the importance of partnerships between Build to Rent (BTR) operators, local authorities, and housebuilders in accelerating the delivery of much-needed, professionally managed rental homes on pre-approved development sites.

As Scotland seeks to address its housing challenges, Casa, Vista Park offers a scalable, inclusive, and sustainable vision for the future of housing, proving that BTR developments can support diverse communities and contribute to the nation’s broader social and economic goals.
