Record 18,000 new?homes commenced in?April
Commencement figures for new home starts?for April 2024 were published on 16 May, showing:
Minister O'Brien opens new social and affordable?housing developments across Ireland
In recent weeks, Minister O'Brien has visited and officially opened new social and affordable housing developments across several different local authorities.?

Kilkenny+
MAY 29: Visited and opened two housing developments in Kilkenny City. The developments include private, affordable and social homes, including Kilkenny’s first cost rental homes. Between both developments more than 320 new build homes will be provided.
Dublin CIty+
22 May: Minister O’Brien officiated at the official opening of 72 new homes. The mixed-use housing development comprises of 67 apartments and 5 townhouses and are a varied mix of home types consisting of one, two and three bedrooms on Dominick Street Lower, Dublin 1.
Leitrim+
MAY 20: Minister officially opened two new social housing schemes. Ten homes in Ballinamore and a further 18 in Drumshambo.
Wicklow+
MAY 16: Opened 31 new homes in two housing estates in Wicklow Town and Rathnew. In Wicklow Town, 6 two-bed homes and 4 three-bed homes. In Rathnew, 16 two-bed homes and 5 three-bed homes. These houses will also be allocated to new occupants over the course of the next few weeks.
Carlow+
MAY 16: Opened nine new social homes in a former vacant building in Graiguecullen delivered under the Repair & Leasing Scheme. Minister O’Brien also visited Carlow Town to view the progress on the development of another vacant and derelict building being turned into 12 new homes.
Roscommon+
MAY 13: Visited three separate developments, comprising a total of 49 social homes. All of the properties were funded through the Social Housing Investment Programme (SHIP) and delivered by Roscommon County Council.
Fingal+
MAY 10: Launched 57 new homes which were delivered by the Land Development Agency in Hollystown, Dublin 15. These 2,3 and 4 bed homes will be available through the Local Authority Affordable Purchase Scheme.
Laois+
APRIL 29: Opened over 250 new social and afforable homes across several sites in Portlaoise, Portarlington and Stradbally.
LDA announce delivery of 575 new homes for Limerick and Dublin?
The Land Development Agency (LDA) is a key housing delivery partner of Housing for All.? Specifically, it?coordinates land within public control to provide affordable, social and cost rental?homes.?
180 New Homes for Mungret, Co Limerick
In conjunction with?Limerick City & County Council, the LDA have announced plans to deliver 183 affordable purchase and social homes in Mungret, Co Limerick.
The development includes houses and duplexes, as well as new public amenities and green spaces.
392 affordable apartments in Adamstown
In partnership with Quintain Ireland, at The Crossings, Adamstown in west Dublin, the LDA will construct 392 affordable apartments.?
The scheme consists of studios, one-bed, two-bed and three-bed apartments.?
More social and affordable homes becoming available to rent and buy
A central pillar of Housing for All is to increase delivery of different forms of housing to meet different housing needs. This includes new homes to buy or rent at below market rates as well as social homes. New cost rental and affordable purchase homes?have been launched recently with others opening for application shortly.

More than 1,200 vacant and derelict properties granted approval under URDF Call 3
Minister O’Brien updated Cabinet on the third call under the Urban Regeneration and Development Fund (URDF) on 28 May.?
The third round of URDF was announced in January last year and specifically targeted at addressing long term vacancy and dereliction across cities and towns and at the provision of residential accommodation.
The update provided by Minister O’Brien showed that 1,224 vacant and derelict properties in URDF areas have been identified and approved under the scheme and that the estimated residential yield from these properties is 5,406 homes.
Number of specialist staff doubled to boost delivery of affordable homes
On 17 May, Minister O’Brien approved 71 new specialist and administrative posts to help ramp up the delivery of affordable housing throughout the country.
The Minister’s approval of these additional professional expert roles increases the total complement to just over 140 staff in local authorities dedicated to delivering affordable housing.
The new staff will ensure that our local authorities have increased levels of necessary in-house expertise in areas such as design, procurement, surveying, engineering and administration.
Development contribution waiver and water connection charge refund extended?
Increase in new home starts boosted by waiver and rebate
The temporary refund scheme?which?waived local authority development contributions and refunded the Uisce Eireann water connection charges has been extended. It had been due to finish at the end of April.?
As last month's?record commencement figures showed,?the scheme successfully?incentivised the?activation of increased housing supply by helping reduce housing construction costs.
The water connection refund has now been extended to 30 September 2024 and the development contributed waiver is now due end on 31 December 2024.
Sod turned on 45 new affordable homes in Cork City
Finance Minister Michael McGrath, Lord Mayor of Cork, Cllr Kieran McCarthy and the chief executive of Cork City Council, Ann Doherty, turned the sod?on a new affordable housing development in Lehenaghmore on the outskirts of Cork city on 4 May.
The affordable housing scheme, will provide 45 new homes for sale via the local authority affordable purchase’ scheme and consists of a mix of two and three-bedroom houses.
€223m loan finances?783 new affordable homes
In May, the Housing Finance Agency announced that it had approved loans totalling?€223.4 million.?These loans will help ensure the strong pipeline of construction continues by supporting the delivery of 783 new affordable homes in Cork, Dublin, Offaly and Louth.?
16 tenants welcomed to new homes in Drogheda?
As well as working with large Approved Housing Bodies, Housing for All?also works closely with smaller or Tier 2 ones.??Earlier this month,? one of these, the?North and East Housing Association welcomed 16 new tenants to their homes at the Meadows, in Drogheda.
Minister addresses Housing Practitioners’ Conference?
The Housing Practitioners’ Conference took place at the Mullingar Park Hotel on the 25th and 26th April and was hosted by The Housing Agency. The conference involved expert speakers and workshops discussing best practice and policy on housing, under the theme of Opportunities for Sustainable Housing.?
