House passes the Net Zero Economy Authority Bill

Bills establishing the Net Zero Economy Authority (the Authority) passed the House of Representatives on Tuesday 4 June 2024.

“The Net Zero Economy Authority will play a pivotal role in Australia's successful transformation into a net zero economy. It will help ensure that we successfully navigate the changes that are happening across the world. We want to make sure that, in the enactment of this legislation, we leave no one and no region behind. Our government will continue to take action to build the industries and create the jobs that underpin our future prosperity. This Bill is an essential part of that,” said Assistant Minister Patrick Gorman to the House of Representatives.

Debate on the Authority will now move to the Senate. This legislation and the establishment of the Authority will mark a significant step in Australia's commitment to achieving net zero emissions by 2050. The Bills will:

  • Establish a Net Zero Economy Authority to help Australia transition to net zero.
  • Support Australian workers to benefit from the economic transition to net zero.
  • Help Australia meet its emissions reductions targets.
  • Enable a smooth transition to new energy sources.
  • Support communities and regions across Australia through this transition.
  • Ensure Australia is not left behind as the world transitions to net zero.

The Government moved amendments to the Bill in response to stakeholder feedback, including submissions to the Senate Finance and Public Administration Legislation Committee , and are consistent with the recommendations in the Committee’s report.

The amendments address a range of recommendations to support workers, both from industry and unions. These amendments ensure the Bill meets its policy intent of complementing Australia’s broader workplace relations framework, including by:

  • Ensuring the Fair Work Commission is able to handle disputes that arise under determinations made on employer obligations.
  • Aligning the approach to remedies for breaching a determination or order with the approach under the Fair Work Act.
  • Making it clearer where the Authority’s CEO and the Fair Work Commission must consider enterprise agreements and other industrial instruments in the delivery of the Energy Industry Jobs Plan (the Plan).

The amendments will also support employers to engage and comply with the Plan, including by:

  • Ensuring employers and employer peak bodies are adequately consulted throughout the Plan.
  • Clarifying how and when employers can provide information to the Authority’s CEO, and interactions with the Privacy Act.
  • Ensuring employees give enough time and information to their employers when seeking training or advice to allow employers to continue safe business operations when providing supports required under the Plan.

Amendments moved in relation to Board composition by the Member for Indi, Dr Helen Haines MP, passed the House. The amendments require that one member of the Authority’s Board have skills and expertise in regional development. Prioritising communities in regions that are, or will be, significantly affected by the net zero transition will be an important part of the Authority’s work and this amendment is consistent with that.

The Authority will be governed by an independent Board of between 5 to 8 members, including the Chair. Board members will be appointed having regard to their significant skills and experience.

-?Two members must have experience in business, industry, finance or investment.

-?Two members must have experience in trade unions.

-?One member must have experience in regional development, as per the amendment.

-?The remaining members must have experience in industrial relations or labour market adjustment; economics; greenhouse gas emissions reduction pathways, technologies or policy; climate change policy; energy markets; regional development; First Nations engagement, advocacy or community leadership; public or corporate governance; and/or law.

Assistant Minister Gorman said in the House in relation to the amendments on board composition “We agree that there's benefit in requiring that one member of the Authority has significant expertise in regional development. We see that this will ensure that the board… has the right skills mix. We do recognise that an important piece of the work of this Authority will be to prioritise communities in regions that are, or will be, significantly affected by Australia's transition to a net zero economy”.

Pros-processing foods- chemical poison Export and import to from the country is not care about safety foods standards and these Poison Pros-processing foods don’t know expeired date and ingredient etc to service to customers There is a lack of oversight in the import and export of food products, leading to concerns about safety standards. Many of these processed foods may not have proper labeling, such as expiration dates or a full list of ingredients, potentially posing health risks to consumers. The absence of stringent regulations increases the likelihood of contaminated or unsafe foods reaching the market.”This highlights the issue of inadequate food safety regulation and its potential impact on community & younger generation's health. now From Some Restaurants or and takeaways and asian shops Some bring the pros -processing to reduce to cost of employees wages and to use it It is a chemical poison and all world ?? need to against it particularly regarding processed foods and the lack of oversight in import and export law regulations.

Yeah great..let's see who in the zoo within and outside ( numbers) to the bubble filling this, budget and detailed inventory advisory and inner mantle bubbles recompence and or remuneration. I'm suspicious afterall the media news on favour, conflict consultants. I'm also keen to see public declaration the terms of reference. #More eyes #headline announcements I quickly recall word "sovereignty.
