Do you love horses?

Are you interested in working for a rather unique equestrian community in Southern California that prides itself on its small town charm, large lots, and good old fashion American pride?

Their main drag features red, white and blue lane markers instead of those boring yellow ones that everybody else is rockin'! Commercial properties are required to maintain a Western vibe with their facades.

And you better be about 8 foot tall if you want to push the pedestrian signal button at intersections. Just kidding -- but they do have them up high for those on horseback, too.

Check out Norco, California in this week's edition of the RTR roundup. Back in the day when I was a snot-nosed kid -- I used to roam these streets.

Great town with great people.

Two years ago, they hired in their city manager at $235,000 per year to lead their community of 25,000.


In other news, Colin-Baenziger has extended the city manager recruitment in Crystal River, Florida.

And the top pick in Pacific, Missouri could not come to terms on a contract with the governing body.


When an Elected Official wants to be the Manager...

What would you do if you found out you were one of three finalists -- but that one of the finalists was currently serving as an elected official for that very organization.

AWKWARD!

Such is the case in Michigan with Garfield Township Trustee Chris Barsheff.

I would bow out.

Lol. I've lost a city administrator role to a council member before. It's a wild feeling, but I walked away feeling like it was definitely for the best.

Some states have laws prohibiting elected officials from taking jobs for the entities which they govern with some having a 1-year waiting period. In some states, resigning from their elected office allows one to seek a job with the agency while others don't require the elected official to resign until they actually accept the employment offer. If a Mayor / Councilmember resigned to seek the CA/CM job, then - in my opinion - that's no different than applying for a role in which the ACM/DCM is seeking the spot; they may have an incumbency advantage but if you get the job over them, there usually isn't much they can do if they're upset about that fact. What is troubling are the situations in which a CA/CM is competing for a job against an elected official who will still be on the board if they don't get the role. Sure, some will be understanding about not getting the appointment, but many (possibly most) will be miffed and will have a chip on their shoulder, usually directing that anger toward the newly-appointed Manager. I, for one, would not want to be in a CA/CM role if I knew I beat out one of my bosses for the job.

This is interesting and what I see is the manager/CEO recruitment is about competition and fit, though not always objective. It's hard to know unless you put your name and documents in with the recruiter/council. So far as a finalist/semifinalist, I have gained knowledge and experience that I will bring to an executive/dept. placement soon. There are examples of elected officials Paolo Diaz who have become dept heads. I-NAPA - International Network of Asian Public Administrators (I-NAPA) just did a session on this with an elected official in Colorado who became the Poverty Reduction and Community Equity Manager at Adams County Government, CO.
