Hope for Additional State Subsidy in Rajasthan May Slow Down PM Surya Ghar Yojana Progress After Ministerial Statements

Many households are now holding off on purchases in anticipation of additional subsidies by Rajasthan Govt. This hesitation could undermine the success of PM Surya Ghar Yojana, slowing the momentum of the scheme in the state and hence Govt should decide fast."

During a regional review meeting on renewable energy held in Jaipur on 21.01.2025, the Hon'ble Power Minister Shri Prahallad Joshi' recent remarks brought renewed attention to this alternative approach of providing one time subsidy for Rooftop Solar along with central Govt Subsidy under PM Surya Ghar Yojana. Rajasthan's Power Minister, Shri Heera Lal Nagar, acknowledged the proposal and said that the matter would be "considered further.

The Current Landscape of Subsidies

Currently, over 98 lakh consumers benefit from a provision of 100 units of free electricity per month, costing the government an estimated ?7000 crore annually. This measure has undoubtedly provided short-term relief to households but raises concerns about long-term sustainability. The financial strain on state budgets calls for an alternative approach that not only reduces recurring costs but also promotes energy self-reliance.

A Viable Alternative: One-Time Solar Adoption Support

Advocacy groups and renewable energy experts have long championed the idea of one-time financial support to facilitate solar energy adoption. With an additional subsidy of ?30,000 per household, the same ?7000 crore could transition approximately 23 lakh consumers to solar energy. This shift would make these households self-reliant in energy consumption, significantly reducing the ongoing financial burden on the government.

Ministerial Acknowledgment and Consumer Response

The recent remarks by the Hon'ble Power Minister during a regional review meeting on renewable energy in Jaipur have brought this alternative approach into the limelight. Rajasthan’s Power Minister, Shri Heera Lal Nagar, acknowledged the proposal but expressed hesitation, stating they would "think over it."

While these statements have sparked media discussions, they have also inadvertently led to consumer delays in adopting solar solutions. Many households are now holding off on purchases in anticipation of additional subsidies. This hesitation could undermine the success of PM Surya Ghar Yojana, slowing the momentum of renewable energy adoption in the state.

The Negative Impact of Delay

Consumer procrastination fueled by the hope for future subsidies creates a ripple effect. Delayed orders for solar installations mean slower progress toward energy independence and continued reliance on government-subsidized electricity. This not only affects the financial viability of the program but also delays the environmental benefits of reduced reliance on fossil fuels.

Moving Beyond Promises to Decisive Action

It’s imperative for policymakers to address these uncertainties and take decisive action. Clear communication on subsidy policies and timelines is essential to prevent consumer indecision. Additionally, a well-structured and transparent incentive program for solar adoption can ensure that the momentum of initiatives like PM Surya Ghar Yojana is sustained.

The Way Forward

The government must prioritize:

  1. Clarity on Subsidy Policies: Provide definitive statements on future subsidy plans to eliminate consumer doubts.
  2. Targeted Solar Adoption Support: Focus on one-time subsidies for solar installation to reduce long-term financial strain and promote self-reliance.
  3. Public Awareness Campaigns: Educate consumers on the benefits of transitioning to solar energy and the long-term cost savings it offers.
  4. Infrastructure and Supply Chain Improvements: Streamline the processes for solar panel procurement and installation to encourage quicker adoption.

Conclusion

The hope for additional subsidies, while understandable, risks derailing the progress of crucial renewable energy initiatives like PM Surya Ghar Yojana. Policymakers must act swiftly to address consumer concerns and implement measures that ensure the program’s success. By moving beyond promises and focusing on actionable solutions, India can take a significant step toward a sustainable and self-reliant energy future.

Ajay Yadav Instead of wasting taxpayers money on the roof top of MLAs home or rich persons home, if the GoI & GoR are ready to create 100 jobs / Grampanchayats, we can achieve the same objectives of roof top or even better than roof top or KUSUM. How your REAR organisation can help us to meet the CM and the energy minister of Rajasthan ! There are better ways of solarization with least burden to the Government exchequer by avoiding BICHOLIA models.

In order to phase out the subsidy, Govt of any State needs to ensure faster disposal of solar subsidies and various consents. Rampant corruption and greedy unconcerned representatives of involved agencies should be minimised. Out of Box ideas should be welcomed by State Govt. sadly in case of Rajasthan, the involved Govt agencies are too laid back and they shall forever be the same.

Ajay Yadav The PM suryaghar or any other roof top PV subsidy model may become a laughing stuff for the following reasons vis a vis German experience. 1. Roof owners are able to pay the energy bills, but, they are given 60% subsidy to benefit few suppliers & not the RTS owner, why? 2. Flat owners r in many cities & they are deprived. 3. Rural roof top owners can't afford roof top system & they get subsidised electricity. 4. The 1cR roof at avg 45% subsidy = ?2.5CR/MW. Assume avg 3kw systems x 1CR = 30GW ~ ?75,000CR subsidy to benefit only 1CR homes, which in itself a great inequality, hence, non BJP parties, have announced 200kwh/month as Free. 5.In Karnataka 1.67CR beneficiary~ ?11,000CR/yr is the Free electricity burden,so, APL & BPL families r happy & Flat owners are also happy esp in Delhi. 6. The discriminatory Roof top can't win elections, whereas, free kWh wins elections Roof top system is using d treated, potable municipal water to clean, which is needed for human survival in cities. This is an unsustainable development as d treated water is wasted for cleaning of panels in water scarce cities! There is a much cheaper way than d present subsidy loot model RTS, esp Net metering benefit thru VNM - Virtual Net Metering!
