How D.C. is preventing veteran homelessness with flexible funding solutions
Army veteran Moochie Barnes found himself at a crossroads in Washington, D.C., grappling with the aftermath of a major surgery that left him unable to work. Facing eviction and the threat of homelessness, he reached out for support — and found it through a local emergency assistance program provider’s flexible funding initiative. This immediate, low-barrier assistance?helped Barnes stabilize his housing and focus on recovery.?
Barnes is one of 209 D.C. veterans supported through the flexible fund initiative, which provides immediate financial relief to veterans facing an urgent crisis.
“You're literally stopping actual evictions from happening,” said Jill Carmichael, Built for Zero Project Lead at the District of Columbia Interagency Council on Homelessness. “If you can’t stabilize someone at risk, they'll enter a system that costs much more in the long run. This is a quicker, more effective, more efficient, and cheaper way.”

On Veterans Day 2022, Community Solutions and the Rocket Community Fund launched the Homeless Resource Locator, a searchable database listing locations and contact information of more than 900 homeless service providers across all 50 states.
To date, over 9,000 individuals have visited this resource to find services on the Community Solutions website. This tool is also linked to the U.S. Department of Veterans Affairs website. Check it out:
