HONEST Act a boon or a bane for US EPA (Toxic Substances Control Act)?

There is a state of bewilder about the use of scientific data which drives regulatory decision of most responsible authority for human and environmental health in US (US EPA) because HONEST Act (Honest and open new EPA science Treatment Act) which was put up by Lamar Smith by 228-194 vote shares its own benefits and unanswered questions:

If this bill turned to a law, US EPA needs to rely only on scientific data that is transparent (best publicly available) and reproducible (sufficient for independent analysis and validation) which is really appreciable

Strengthens and reconfirms the imperative of US EPA scientific integrity policy passed on 2012, where it emphasizes the best scientific data should respect objectivity, clarity, reproducible and utility.

Questions

Does really the best scientific data available to the public in present world?where rich scientific data still got locked in the room of paid journals.

Does the data from experience of natural disasters, chemical explosions and medical records (unreproducible for sake of regulatory decision) considered?
