Create the Community You Want!
Community can be elusive. It doesn't have to be.
Lack of a sense of community can leave people feeling disconnected or feeling like they aren't being noticed or allowed to play a part in their own neighborhood or community. There are ways to change this. Some are very simple. Traditional organizations, community institutions and neighborhood activities and spark or renew the community spirit. In this article we see a brief review of a recent event at HYPE Recreational Center of Western Wayne in the City of Wayne in Michigan, USA. Unique, fun and filled with surprises, the event brought joy to those attending and those hosting. This traditional, while unique, community event is the kind of things that can provide relief and strength to a community by creating and strengthening existing bonds for everyone throughout the community and in the neighborhood. Many thanks to HYPE Recreation Center of Western Wayne for hosting a fantastic trick-or-treat event. It was great fun and gave everyone an opportunity to meet and talk and enjoy our community.

Volunteerism is very important to any community. Here we see a team dedicated to working with Youth and Seniors. From wonderful Halloween events to Senior Dinners the Powells continue to support the people of Wayne.

Not only operating a successful business in the City of Wayne, Ann Zimmerman is also a Director with the Wayne Historical Society. An important aspect of any community is being aware of the history of the area. There are many opportunities for all of us in the future and many of them are waiting in past history. Events such as this also allow for community leaders and representatives to make those crucial connections for members of the community to those who represent them.

Judge O'Leary operates the 29th District Court in the City of Wayne. A contemplative, engaged and community minded Judge, she works with a team of professional to provide court services to the community.
Not only that this court has formed up a Community Service team that ensures participants are able to secure meaningful community service that will allow them a view of opportunities for them in the community while fulfilling their obligations.
...but, wait! That's not all - Judge O'Leary also presides over the Regional Behavioral Treatment Court. The City of Wayne is geographically small but has a large impact. I am sure that no matter what size your community may be in land area that the real estimate of size is based on heart.
"The 29th District Court's, Regional Behavioral Treatment Court, sometimes called RBTC is designed for adult individuals with a severe mental illness, co-occurring disorder, and/or a developmental disability who have been charged with one or more criminal offenses. The criminal offense must be a misdemeanor or ordinance violation, or a felony charge in which the Prosecuting Attorney is willing to reduce to a misdemeanor. The RBTC is a voluntary program.
The RBTC Team consists of the 29th District Court Judge, Prosecuting Attorney's Office, Defense Attorney, Mental Health Coordinator, Probation Officer, Home Compliance Officer, Community Mental Health, and Wayne Police Department. By working together as a team, our key goal is to provide proper treatment and to keep offenders with mental illnesses out of jail or the criminal justice system.
Each participant will receive a judicially supervised, community-based treatment plan designed and implemented by the RBTC Team.
Treatment plans and other conditions will be reviewed for appropriateness at regular review hearings. Incentives may be offered to reward progress toward goals or following the terms of participation. Sanctions may be imposed if the terms are not followed.
For those who follow the terms of participation for the designated time (usually one year), their cases are either dismissed or the sentence is greatly reduced. If they do not follow the rules or decide to leave the program, the case will return to the original court where the prosecution proceeds as normal.
Since the program is regional and can take any eligible defendant with a misdemeanor case in surrounding district courts, a referral form is available, Regional Behavioral Treatment Court Transfer Case Instructions (PDF), that you can either send to the program coordinator or probation officer. This event and events like these allow for our free society and communities to meet and interact with those citizens may not be able to whether due to time or inclination. Matthew Mulholland (that's not Mr. Mulholland in the chair).
Mr. Mulholland has a long experience of serving the people and city of Wayne. Who are the people in your community whom you might identify as leaders like this? People who encourage others to be their best and to also contribute and build the community.
Mr. Mulholland has regularly been a supporter of senior care, youth activities, economic opportunities and the environment where his trailblazing (sometimes trailbuilding) work with Kurt Kuban has reignited and deepened interest in the restoration and care of the local passages of the River Rouge . Jen Bowers, here appearing as Eeyore and distributing yummy candy, is a strong leader and businesswoman in the City of Wayne whose impact goes beyond the commercial. Along with her other work the impact she has on the business and social community is very great. While organizing public events that include vendor shows Jen Bowers is instrumental in encouraging new business, supporting small, medium and large businesses and, in the highest level of service to the community and everyone involved, she encourages new businesses and their owners. Participants are introduced to the local community and gain knowledge about other opportunities and make priceless contacts, both commercial and personal.

I cannot stress the opportunity for elected, posted and employed officials to be able to meet and interact with their constituents and neighbors. These pleasant social activities can lead to the forging of bonds, respectful conversations and an expression of self-government that support official channels and clearly identifies the needs and concerns of citizens while providing a base from which to address them.
Having said all that here is a quick photo of members of the City Council of Wayne from right, Deborah Wass, Kevin Dowd, Tom Porter and Alfred Brock. Soon after this photo was taken the team broke up and attended to their duties.
Later - Councilwoman Kelly Skiff joined everyone at the event and lent her leadership and communication skills as well as wit and humor, to the party!
Representing the Council and other community organizations and activities this event allowed these representatives to meet with neighbors and other citizens to participate in community building and strengthening.
The Wayne Public Library took time to participate as well. The Wayne Public Library is a powerful and positive force in the City of Wayne. Support for the library is clear across the board in the City of Wayne where a culture of learning, community engagement and historical perspective is not only kept alive but pours out like water from a spring.
'What do you want to do today?'
Law Enforcement is a difficult job at times. He we have the FBI - Federal Bureau of Investigation - stopping by to participate in the happy proceedings. The FBI is always welcome in the City of Wayne and our region and State. We are glad of all the work they do to keep us safe and help conduct orderly and competitive business in a fair and safe manner.

The City of Wayne Fire Department was also on hand. Always vigilant, always ready to spring to the aid of Wayne residents and to any call for assistance from any location in the region.

There are locations in our communities everywhere that should be considered safe havens. Certainly here in the City of Wayne the Wayne Public Library is one of these. McGruff the Crime Dog pays a visit to the Wayne Public Library representatives and thanks them for their continued service to the community.
