I recently had the opportunity to interview Brenda Monaghan , EMEA Programme Manager at Medtronic, during the renowned SIA CWS Europe Conference.

Moving from an external MSP to an Internally Managed Programme offers significant benefits:

The journey is challenging, with Brenda providing ten valuable tips before embarking on this change:

  1. Build a watertight business case and internally test it
  2. Identify the key stakeholders
  3. Ensure cost savings and financial returns in transitioning to an internal model
  4. Secure Stakeholder Buy-In
  5. Do not underestimate the time required to transition from an external provider to an Internally managed program
  6. Continuously iterate and enhance the program, exploring innovative talent sourcing channels like Direct Sourcing and Talent Marketplaces
  7. Develop a plan for upcoming legislative changes, including communications, change management, rate adjustments, and working practices
  8. Ensure you have a best-in-class VMS that seamlessly integrates into your HRIS
  9. When choosing a Payroll provider, focus on the contract/MSA to simplify the program launch
  10. In regulated sectors, establish a contingent workforce policy that is non-negotiable


There is still a role for external providers in an internally managed program:

  1. Recruitment suppliers are always going to be a key partner to ensure the organisation gets the talent it needs.
  2. Selecting a Payroll provider to manage risk, compliance, and referred/pre-id workers is a must.
  3. Niche vendors and tail spend still need managing, and external help will be required.
  4. Advice on ever-changing labor/employment laws and how to navigate them.
