Planning Phase 3 - Publishing

Introduction

?? Now that we have Procured, and Processed our data, the next step is to publish it for use.

?? This is typically done in two ways.

1) Physical packages -- Packages that will be accessible to field techs for execution

2) Digital packages -- Packages that are accessible via digital format on demand

?? Most STO events will use both some only one.

?? The objective is to get the right data to the right people at the right time.

?? This is critical because nothing can stall an event and add increased unnecessary costs than not having the proper information.

?? Simply having proper specs and bolt up information has been proven to decrease re-work substantially.

(Rule of Thumb Reminder -- Re-work in the field will predictably cost 12 times as much as the original work.)

  • What goes into a package?
  • Who besides a planner, should be involved?
  • Who needs access to the package?
  • What does a good package look like vs one that is "good enough"?

?? This will vary from site to site, circumstance to circumstance, but the simple answer is:

?? Any relevant or potentially relevant data needed to safely complete a quality job within an optimal time frame.

??????!?that would be ridiculous. STO events are are dynamic and because of that, need to be driven.

??Your STO Team and executing coordinators need to have quality information to steer the event in right direction.

  • The job package should be like a tool box, full of the latest tools, clean polished and ready to go.

??If this box is not organized or if it is missing tools, it makes it increasingly more difficult to obtain a safely executed, quality product completed in an optimal time frame.

?? Keep in mind a published job package does not necessarily mean printed only. It can also refer to digital.

??Without a solid document control policy.....

??that actually gets utilized and adhered to,

??printed packages can become very cumbersome to manage.

??If utilized correctly, it provides a means for your contractors to provide valuable feedback and information to optimize the job better the next time around.

??This is critical in Phase 4 the Post Mortem phase.

?? The best way is to ensure that is to ensure that your selected data answers yes to the following questions:

This is critical, because while say price quotes are meaningless to the crew installing the brand new heat exchanger, they are very important to the materials and procurement people.

  • The only times we should have old drawings and documents in a job package are for reference only, and they should be stamped clearly as such.

When it comes to publishing, the Lead Planner should serve as a focal point.

The reason behind this is that there are typically many other contributors such as, but not limited to:

? Operation leads

? Material Procurement People

? Engineers

? Lead Scheduler

? Support Planners

There will also be several people and groups that need access to the published package. These will include:

? Job Coordinators

? Contractors

? Schedulers

? Material Procurement

? Found Work Planners

? Engineers

?? The question of access is less about who, and more about the type of access and when.

?? ?????????? ?????????????????? - is that the Planner is the only one with write access and every document needs to be added by them. Everybody else has read access only.

?? ???????? ?????????????????? - All contributors have write access until the package is "issued", then only the Planner has write access after that. Everyone else will revert to read only access

?? ?????? ?????????????????? (Quite often a Typical Situation) - Everybody has write access

There are 4 principles to ensure successful package development and increase the odds of a successful execution.

? Appoint a focal point (Lead Planner is typically the best option)

? Only keep the latest revisions - Older revisions can be kept in a separate folder for reference if needed, this folder should be clearly marked "Reference Only" or "Old Revisions"

? This will be a section in the planning OD/ Basis of planning document

? This will be detailed and provide guidance

? This will be a section in the planning OD/ Basis of planning document

? All packages before being issued should be reviewed to ensure content (best method is to utilize a check list)

? Ensure the package is available to the people that need it, when they need it!

If the package doesn't get into the hands of the people that need it, the whole operation was just an exercise in futility!

?? So we have now covered the First 3 phases of the Planning Cycle:

?? Now We move on to the controversial 4th phase:

Planning Phase 4 -- ???????? ????????????

?? To be completely honest, it's because we aren't very good at it overall as an industry, and many facilities don't understand the value.

?? There are a few reasons phase 4 gets neglected, here are the 3 most common:

?? Phase four is so critical, because it completes are feedback loop for continuous improvement.

?? It also provides a chance to measure KPI's applicable to planning.

One of the first things we can do to incorporate the Post Mortem phase is to include it in our Planning O.D. document.

Often times we focus on the first 3 phases and forget the importance of 4th phase which completes our feedback loop for continuous improvement.

Processing the feedback as the jobs are completed can go along way in ensuring we capture the data.?

Commonly, this data is left until the end of the TA when we have run out of budget, and desire to properly process the data.

The biggest issue we encounter with feedback is determining if the feedback is of any value.

How do we know?

We can ask ourselves the following questions:

  • Does it improve Safety?
  • Does it improve Quality without compromising Safety?
  • Does it improve efficiency without compromising Safety and Quality?
  • Is the feedback directly related to the materials ordered? e.g wrong gaskets/boltup etc.
  • Is the feedback directly related to drawings? Eg. Wrong spec, errors o the drawing

The reason this feedback is so vital to capturing is because chances are, when it comes time to start planning again, nobody remembers details.

This is especially true on longer cycles with 2, 4, or 6 years between outages.

Time to Plan


Correcting the plan, materials, drawings while it is still fresh allows us to start with the most accurate data next time.

This makes phase one and phase two that much more efficient, as we spend far less time vetting and searching for answers.

The Data you collect today, will save you time and cost tomorrow.

Plan to Execute, Execute to Plan. Not a "nice to have", if the goal is success, there Can Be No Other Way!
