What is it about: Suppose you are buying some Rockwell or SIEMENS Software with Multiple Licenses, whether a Single activation may do?

Yes!

By creating Virtual Machines, you may have copy of as many as you want, for your Back-up; I.e. if your One system ever crashes, without making any long conversation phone calls, and retrieving  documents -- you would have an immediate option right in-house....

Note: Please try to understand, the reason why I am saying Multiple back-ups, instead of stating multiple user's, since the software agreement of these vendors do not legally allow you to have multiple users with single activation, at the same time.
