Heaven Forbid Morton Bay Actually Commissions - How Will The Press Write That? Negatively I'm Certain

The Morton Bay line in Queensland and Ansaldo STS once again hit the news this week. Yet again in what should have been the reporting of a positive outcome from the recent reviews of the signalling system, certain elements of the press chose instead to make the focal point a negative one. Once more choosing to at best, be economical with the truth if not, in fact, misleading in their comments.
In stating the above it has to be recognised that not every media paper chose to be negative and in respect of their more balanced approach I've attached the Courier Mail's reporting which is distinctly different to that which The Brisbane Times chose to report.
An independent expert was appointed in July 2016 to assess what the facts were that led to the continuing delay to the commissioning of the Moreton Bay line, which hinged around the signalling system. Though the report is yet to be released, it is known that despite the reports stating the Ansaldo STS product was "dangerous and unsafe", the reality is the issues were not one of safety but one of reliability and performance. The very fact that the system is planned to commission in September of this year is a strong indication of that.
It is damaging to our industry and our profession for the press to continue to report and I quote "potentially dangerous signalling issues" and "it became apparent that a serious signalling flaw could have caused train crashes". The rail industry rightfully is very proud of its safety record and the professional manner in which we approach safety in everything we do, from design, through testing into commissioning and latterly in maintenance. Reporting of this nature is disrespectful towards both our industry and the professional people who are very proud to be part of it.
Clearly as stated in a previous posting on this subject, there are a number of questions that do need to be asked of Ansaldo STS. Their product though inherently safe was, it would appear, be far from mature in its development for this particular application. Without doubt it has opened them up to criticism, not least of which is that of transparency.
When the independent expert's report is made public I'm certain there will be a number of lessons to be learnt from this, and it will most likely be at every phase of the project. I'm absolutely comfortable however insofar as our industries approach to the management of safety and the introduction of new signalling products, it will not find us (or in this case Ansaldo STS) lacking or failing in any way.
Hopefully (though it is very naive to expect) those in the media who chose to dramatise rather that report in a more balanced manner might consider correcting their reports in an equally public manner once the findings from the independent expert are published.

One of the most striking aspects of all the reporting is the near complete silence on CPB as the head contractor which engaged Ansaldo. Good PR work to keep their name out of it!

Brisbane Times is a rag. The public know it, as do Brisbane Times themselves I'm sure.

Whether through 'low bid' procurement method, general inexperience or very poor project wide commissioning strategy - most likely a combination of these and more, this project is bad publicity for the rail industry so will unfortunately be reported as such.

Stephen, some very good points raised and thanks for again weighing in to support the integrity of our industry. I do hope that the Independent Reveiwers scope includes looking at the procurement strategy for the project, especially at client level. What could have been done better to integrate the signalling works with the overall project delivery? I'm sure there are a few lessons that need to be learnt from this at a macro project level, whether they surface or not is another question. Don't forget that it's the client who sets the rules of the game and industry responds.
