Heat Wave Preparation in Construction
OSHA’s National Emphasis Program (NEP), focuses on preventing heat illnesses and injuries. This program targets 70 industries at high risk for heat hazard, including construction, oil, and gas operations.
1.?????? NEP Overview
-??????????? The NEP aims to protect workers from heat-related hazards in various industries
-??????????? It covers both indoor and outdoor heat exposure
-??????????? OSHA can now proactively inspect workplaces for heat hazards before injuries or fatalities occur
-??????????? Employers are encouraged to provide water, rest, shade, training, and acclimatization procedures
-??????????? The NEP includes enforcement and outreach components
2.?????? NEP Implementation
-??????????? OSHA conducts inspections on heat priority days (when the heat index is expected to be 80 degrees or higher)
-??????????? Compliance assistance is provided to targeted high-risk industries
-??????????? No new standards are created; existing standards are enforced
3.?????? Scheduling and Tasks
-??????????? Schedule hot jobs for early mornings to avoid peak afternoon heat
-??????????? Minimize staffing during the hottest parts of the day
-??????????? Consider late-night or pre-dawn shifts
4.?????? Support for Workers
-??????????? Ensure readily available shade and unlimited water
-??????????? Pay attention to workers wearing restrictive PPE
5.?????? Environmental Controls
-??????????? Invest in heat mitigation infrastructure:
a.?????? Portable misters, evaporate coolers, and fans
