HealthCare

No nation can succeed without the health of its people. It directly benefits employers and the reliability and productivity of their employees. And the overall GDP of a nation. Each year we lose billions in sales, productivity, and hospitalization for unaddressed medical issues. And that is bad for business, bad for the government, and it's bad for all Americans.

Again the desire is to incentivize healthier lifestyles and not to burden the whole, by the weakness of the few which tend to be the most costly, without excluding those dealt a bad hand in circumstances or genetics.

Today's entire National Healthcare System costs $3trillion. Which is 2x to 3x more per person more than any other country pays on average (of which reportedly 30% is wasted). So if we pay $9000 per year, per person it would cost the state of California $351 billion, but if we paid the real number should be the same as Italy's $3000 per person per year.

The Breakdown

I would use the insurance companies to bring down the $3trillion dollar healthcare. Currently, we allow insurance companies to make a 6.3% percentage of the cost as profit. So they have no reason to end waste. We need waste to come out of their profits. So I would remove the 1/3 that the government subsidizes the cost of healthcare. Everyone knows that an National Healthcare is the cheapest and most efficient way to lower healthcare costs is in the buying power of 350million customers, but this is America and if people are not profiting from your illness, shareholders are not happy..

The Plan (is a hybrid)

My Healthcare program is a National Catastrophic Healthcare... call it "Medicare" we already have the letterhead, and is a minimum insurance program, like SR22 for auto insurance. Fixed at $100 a month paid as a tax. For each man, woman, and child. It would give you checkups and comprehensive healthcare (but only covers accidents and health issues, not your fault (incentivizing a healthy lifestyle). but doesn't eliminate health insurance, but expands it.

• Costs (current total $3-trillion) $1-trillion paid by US Gov, Citizens/Employer $1-trillion, Commercial Insurance Companies pay the $1-trillion of waste (they won't be paying it for long, THEY will eliminate the waste in quick order or charge it to the Riders).

The government would take a caretaker role. Defining the policies (suspending profits & IP in emergencies), Managing & protecting all electronic files (reducing the burden on doctors and hospitals), and juror all disputes. 

• Department of Health: Set up and maintain electronic Medical Files (reducing costs to Medical Providers and safeguarding the information. This also provides, the world's largest health study, tracks medical trends/outbreaks, and completely eliminate recreational drug use, and ends insurance fraud - pays for itself.
• The database puts everyone in a lifetime study of all drugs, treatments, and procedures, producing priceless information, stopping on day one outbreaks, drug abuse, and delivering the greatest cost analysis and models of sickness outbreaks of colds, food poisoning, and pandemics.
• This guaranteed funding allows for the planning of access by strategically placing ERs and Clinics across America based on census reports... from the heart of the cities to the heartland.
• Incentivizing students to becoming researchers, doctors, nurses, and lab techs through scholarships and grants.
• End subtilizes to the Healthcare System, except to end medical deserts.
• Help retain medical professionals by reducing the costs of record-keeping and limiting the cost of Liability Insurance.

All Employers regardless, have to provide coverage for on-the-job injuries, based on the danger to the employee to incentivizing a safer workplace for a lower premium. So an Ice Cream Shop pays almost nothing when a Coal Mine would pay the most based on the exposed danger.

• Also, employers would have to pay ware-and-tear, to go into their AHS (I propose this to be added to every Payroll Benefit). A non-taxable trust fund, that never expires. This is to protect citizens from health issues long after they retire. To pay for healthcare needs and/or retirement care. To cover the discrepancy that a ditch-digger makes less than an office worker... Again based on exposer.
• Would be required to provide paid sick days, but would not be required to pay any health insurance outside of work, but as a voluntary benefit.
• Make mandatory that all employers have to provide insurance coverage for risk their employment can cause (paper cuts to black lung), and are welcome to pay for the ABOVE tax, and/or keep their existing coverage.

Citizens: will be taxed $100.00 per mo per person, regardless of income. For this, they are covered for anything, not their fault, and provide mandatory Medical/Dental checkups (as deemed by healthcare protocols and CDC), but are welcome to keep their existing coverage.

Local Government: Create Oversight Boards to keep medical and insurance providers in check.

Commercial Insurance Companies: Will administer the National Catastrophic Healthcare and will be free to sell both their current Policies along and Riders (for anything not covered by the National Catastrophic Healthcare: Smoking, Drug Use, etc) to Citizens and Employers at market rates (whatever they can justify).

• You cannot be Dropped or Rejected. A stage 4 lung cancer patient wants to buy a Smoking Rider (because lung cancer is not covered). Your life expectancy is 12-months. In which time you can run up a bill of $120,000usd, so they could charge you $1063usd a month.
• Costs (current total $3-trillion) $1-trillion paid by US Gov, Citizens/Employer $1-trillion, Commercial Insurance Companies pay the $1-trillion of waste (they won't be paying it for long, THEY will eliminate the waste in quick order or charge it to the Riders).

In short... NO OVERLAPPING coverage and everyone pays JUST their fair share. No one would be without insurance. And everyone is covered, for what really matters. This will put people in high-risk pools due to their lifestyle outside the main pool, giving it greater stability.

All economies would agree the best way to reduces the price is through Buying Power. Be it goods or in this case insurance policies. And you cannot get a lower-cost insurance policy than buying 327-million at once.   

1. Create Health Savings Accounts as part of Social Security

2. The government to contract and store ALL Health Records (lower insurance and doctor expenses)

• Use a hybrid of Insurance Companies best software (eliminate all paperwork reduce doctor expenses)
• This will track everyone’s medical access, drug use & produce life studies and real-time epidemic monitoring

3. Contract with insurance companies to manage

• We pay them the pay medical groups, hospitals, and medical professionals.
• Fix costs of medical liability insurance (lower doctor expenses)

4. Tax every man, woman, and child a fixed $1200 per year (Pay & promote preventive medicine)

• Which covers ALL doctor prescribed Visits & Testing
• Tax ALL employers based on Wear-and-Tear (based on insurance stats for those jobs)
• Everything that is NOT your fault is covered (100% covered)
• Individual and Companies can buy anything they want as long as each pay the minimums required
• Everything else, you would have to buy a Rider (promote a healthy lifestyle)
• You cannot be denied
• Companies can charge (fair market value) whatever they can justify with data

8. CDC&FDA can mandate coverage and drug pricing if needed.

The government would also provide digital records and controlled liability insurance to reduce billing costs. Sell data mining to pharma and R&D and for use by FDA and CDC

This would cover everyone and reduce costs 1/3 to 1/2

Oh forgot I would give an investment deduction for every FT job created as an incentive for investment.

Drugs

This is one of the greatest causes of crime. Not just it is illegal, but because it robs the users of their time, their health, their money, their intellect, and their future. Any society where its citizens feel the need to escape from it is not a glowing review of that society.

The only reason people use drugs is because of a sense of boredom due to hopelessness, hurt from their life experiences. the self-sabotage of peer pressure, and addictive effects that are drugs. And the only reason people produce drugs, sell drugs, and government legalizes drugs is for the money. Money made off that hurt, preyed upon their hopelessness, and betting on that addiction. The reason we don't have Gun Reform after 38,000 dead Americans each year, is because those deaths generate money.

Just because people will do illegal acts doesn't mean you make them legal. But to find out what drives them to their actions. And create more attractive opportunities not to.

Are we going to make Murder and Rape legal, because so many break the law? No, because we know twice as many people would become victims (perhaps with a paid license).

You do not legalize it, you decriminalize. Keep recreational drug use illegal, but instead of persecuting the victims of drugs, you help them to get off of them.

Recreational Drug: If you are caught with a personal amount of drugs, the drugs would be impounded (later destroyed), and you would be given a citation to appear in Drug Court.

Drug Addiction: You can plea Addict (you would go to rehab) or Recreational Drug User (you will go to Drug School). Your Fine would be the cost of either treatment.

Drug Dealer: Would be a year for $1000 of drugs. The drugs would be impounded (later destroyed). And if any death can be traced back to you, be charged with manslaughter. 3. 6, or 11yrs.
