The Defense Acquisition Workforce Improvement Act (DAWIA) was in the early 1990s.?In DAWIA's rollout, it created the Defense Acquisition University (DAU) was to serve as the training arm of this very important initiative, training the workforce. So after almost 30 years of existence how have they fared??
This paper is not concerned about the number of classes held or the number of persons taught, but whether are they teaching the necessary content at the proper time to the appropriate people.?In other words, is DAU actually teaching the Acquisition Workforce as required by DAWIA? I suggest that DAU has strayed away from its mandate to chase down the shiny objects tangential to its primary mission. So let's explore a couple.
Gaining ACE certification and Participating in DAU TEDx events. Why was this necessary? How does this aid the Acquisition Workforce in a meaningful way or even at all? Does it lift the prestige of the DAU institution and its leadership, or help the boots on the ground??
I am sure there are many more, but the question remains, how does this help the Acquisition Workforce? I suggest that at some level DAU Leadership found its mission dissatisfying AND needed to spice it up, so begins chasing the shiny object around the room (agile, and other hot rock/flash-in-the-pan initiatives). Reaching out to the private sector for a solution that will not last, see John Boyd's work regarding DoD's pernicious bureaucracy and lasting negative results.
DAU has become the self-licking ice cream cone, as it survives on itself.?They do not have to teach one more member of the Acquisition Workforce and DAU will still thrive!!! How? DAU has built a Kingdom, and the King and its royalty have enjoyed the perks.? One of the perks is recognition by others, and hobnobbing with academic elites.

So here are some questions to reflect on.
Lastly, as a rule, no member of the Acquisition Workforce should be working unless trained for the task, especially as DAU is the mandated source of acquisition training. Another thought is that every DAU professional employee must teach a minimum of two classes a year, the DAU President down. This way all are in touch with the Acquisition Workforce and their "content customers".?
Only this way will DAU get back its MOJO.
