Texas Gov. Greg Abbott said that the devastating impact of Harvey — a one-time category 4 hurricane which has yet to dissipate — had created "a new and different normal for this entire region.” It was a warning, the New York Times reports, "against expecting anything resembling recovery any time soon." Ten deaths have been attributed to the storm and thousands have been rescued, but the Coast Guard says they are still receiving 1,000 calls an hour. Thousands are in shelters, "but the painstaking and heartbreaking work of clearing streets, going door to door, assessing damage — and finding victims — has not yet begun," the Times says.
