There are some that aren't doing it internally like Isar, Gilmour, Orbex but rather choosing to go towards the partnership through MoUs but this could likely change towards opportunity for vertical stack.

One interesting aspect of space flight is that it leaves no opportunity to address defects after deployment, hence the keen attention to reliability.
