Very nice read. My humble takeaway: Gwadar's complex economic/tourist/environmental attractions are highlighting the dire need for a decentralized and non-bureaucratic approach towards the policy making, issue-handling and cross stakeholder interaction and regulation of the entire gig. This is not like some energy or gas company where you have unlimited indigenous reserves and can splurge all out without worry about costs or optimal returns on efforts/capital invested. Once again, nice article, shines the light on an otherwise not-so-highlighted asset of Pakistan!
