DOE Launches Coordinated Interagency Transmission Authorizations and Permits (CITAP) Online Portal as One-Stop Shop for Streamlined Federal Transmission Permitting?
The online portal and Integrated Interagency Preapplication (IIP) Process ensure coordination with Federal agencies to deliver a timely completion of Federal permitting reviews?
To streamline the federal transmission permitting process, the U.S. Department of Energy’s (DOE) Grid Deployment Office (GDO) launched the?Coordinated Interagency Transmission Authorizations and Permits (CITAP) online portal, a one-stop shop for qualified transmission developers to track the status of their application, submit materials, and facilitate communication with DOE and other federal agencies. The secure, online portal will be used to share information that will inform Federal permitting agencies’ authorization decisions and enhance transparency.?
The CITAP portal clearly identifies information and documentation needed to apply for federal environmental reviews and authorizations. As part of an IIP Process, applicants will work iteratively through the portal with DOE and other Federal agencies to gather information that supports various federal permitting reviews and necessary authorizations before the two-year environmental review timeline is initiated.?

New Report Takes a Fresh Look at How Market and Operating Practices Impact the Benefits of Coordinated Transmission Planning and Operations?
Interregional transmission—power lines that connect multiple planning regions—can provide many benefits to electric customers, but market and operating practices weren’t necessarily designed for this type of coordinated system.?
A new National Renewable Energy Lab report supported by GDO, Barriers and Opportunities to Realize the System Value of Interregional Transmission, examines issues that prevent existing transmission facilities from delivering maximum potential value and a suite of options that power system stakeholders can pursue to overcome those challenges. The report groups barriers and opportunities for interregional transmission among all regions, between non-market or a mix of market and non-market areas, and between market areas.?
Biden-Harris Administration Launches Federal-State Initiative to Bolster America’s Power Grid?
On May 28, 2024, the Biden-Harris Administration, with commitments from 21 leading states, launched a Federal-State Modern Grid Deployment Initiative that builds on legislative accomplishments and executive actions in tackling the grid modernization challenge. The initiative aims to bring together states, federal entities, and power sector stakeholders to help drive grid adaptation quickly and cost-effectively to meet the challenges and opportunities that the power sector faces in the twenty-first century.?

Transforming Energy: Puerto Rico Grid Resilience and Transitions to 100% Renewable Energy Study?
In 2017, Puerto Rico faced consecutive hurricanes that decimated around 80 percent of its electrical grid, resulting in the longest blackout in U.S. history. The Wholesale Electricity Market Studies and Engagement Program (WEMSE) provides states and regions with technical and financial assistance related to developing, expanding, and improving wholesale electricity markets.?The?deadline to submit concept papers for the second round of funding is June 13, 2024.?
In addition to the topics included in the first round of funding, the second round of funding also includes $1.5 million specifically for long-duration energy storage (LDES) as a transmission asset.?Concept papers could propose LDES analysis, planning, and development of market, tariff, and rate designs to incorporate LDES into grid operations.??
The Grid Resilience State and Tribal Formula Grants program is designed to strengthen and modernize America’s power grid against wildfires, extreme weather, and other natural disasters that are exacerbated by the climate crisis. Applicants have until June 17, 2024, at 11:59 p.m. ET to apply or request allocations for fiscal year 2024 (FY24).?
As of April 2024, DOE has awarded a total of more than $802 million in FY22/23 grants to 52 participating states and territories and 174 tribal entities. An additional $562 million in funding is available through FY24 grants.?
