I would have to disagree with Stephen Greenhalgh, legislation exists in significant detail and volume and constant changes only complicates these issues. Despicable practices as he describes do exist, but not through lack of legislation. It is the complexity of legislation which creates many issues.
Grenfell is a sad indictment of the Contractual complications, coupled with poor professional conduct in parts of the Construction Industry.
I have read almost all of the Grenfell current transcripts, painting a sad indictment of the "can of worms" which develops in over complex construction contracts, coupled with cost savings.
Nothing will ever change, and hasn't done so in over 55 years of my experience in almost all aspects of Construction, HVAC, M&E work.
No quick fix is available, when complexity reigns, people use that complexity, hoping beyond hope, or perhaps never considering the prospect of a Grenfell Disaster.
Sadly for the victims nothing will bring back the lost lives. For the Minister to use the words "despicable practice", must appreciate that those words used are as a result of what an over complex industry, complex regulations (not lack of) creating the construction environment we have to work with.
In this instance saving money being the route of the basis of this tragedy, coupled with inexperience and complex contractual regulation and manipulation.
The likes of the Grenfell tragedy could very easily occur again and the use of the words despicable practice is not fully understanding the very Complex Construction Industry delivery process.
Many years ago I wrote about "who checks the checker" little did I know then how true those few words mean.
