General Announcements:
On August 29, the CA Air Resources Board (CARB) hosted a workshop on the FY 24-25 Draft Funding Plan. ARB held this workshop to discuss funding allocations for Clean Transportation Incentives under the Low Carbon Transportation Incentives and the Air Quality Improvement Program.

Energy and Transportation:
This program will provide funding to eligible state governments non-competitively, by formula to make awards to small and medium manufacturers to perform conversion projects to produce electric vehicles in accordance with Section 50143 of the Inflation Reduction Act (IRA).
Climate and Environment:
This Broad Agency Announcement is a mechanism to encourage research, education and outreach, innovative projects, or sponsorships that are not addressed through NOAA’s competitive discretionary programs.
AC4 is a competitive research program that incorporates research on atmospheric chemistry and the carbon cycle. In collaboration with the NOAA Laboratories and the academic community, the AC4 program supports research to determine the processes governing atmospheric concentrations of trace gases and aerosols in the context of the Earth System.
This funding opportunity announcement (FOA) aims to expand the Department of Energy, Office of Fossil Energy and Carbon Management’s (DOE FECM’s) carbon management portfolio through support for research and development (R&D) projects in the programmatic areas of Carbon Conversion and Point Source Carbon Capture.
Education and Research:
Under 25 USC §2020 funds will support the program goals for the following areas that promote tribal education capacity building.
Agriculture and Nutrition:
The FARE Fund is a new program part of the Healthy Food Financing Initiative (HFFI). Over the next five years, $60 million will be available to support projects enhancing access to healthy food in underserved communities.
The U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS) is announcing the availability of up to $16,500,000 in funds in the National Animal Disease Preparedness and Response Program (NADPRP) to support projects in the core topics listed below.

The purpose of the Specialty Crop Research Initiative (SCRI) program is to address the critical needs of the specialty crop industry by awarding grants to support research and extension that address key challenges of national, regional, and multi-state importance in sustaining all components of food and agriculture, including conventional and organic food production systems.
Department of Pesticide Regulation's Alliance Grants Program supports projects that promote or increase the implementation, expansion, or adoption of effective, proven, and affordable integrated pest management (IPM) systems or practices that reduce risks to human health and the environment in agricultural, urban, or wildland settings.
Technology and Manufacturing:
ISEED will provide assistance to partners across the manufacturing sector to develop and disseminate instructional curricula and training programs focused on industrial sustainability, energy efficiency, and decarbonization.
Applicants will work with DOE national laboratories LBNL and BNL to develop a scope of work and budget, and leverage their unique expertise to develop and validate the performance of innovative wood heater technologies. Applicants’ scope of work should include their technology advancement goals, the laboratory’s capabilities being leveraged (e.g., real-time emissions measurements, domain expertise), SMART milestones, and a Go/No-Go decision point.
Housing and Community Development:
Through the programs, USDA provides zero-interest loans to local utilities which they then provide to local businesses for projects to create and retain employment in rural areas. Through the REDLG programs, USDA also provides grants to local utility organizations, which use the funding to establish revolving loan funds to finance community facilities.
The objectives of the CDBG program are to develop viable communities by the provision of decent affordable housing, a suitable living environment, and to expand economic opportunities, principally for the benefit of Low- and Moderate-Income (LMI) persons, families, households, and neighborhoods.
The CoC Program (24 CFR part 578) is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts to quickly re-house homeless individuals, families, persons fleeing domestic violence, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless; and to optimize self-sufficiency among those experiencing homelessness.
Request(s) for Information:
The purpose of this RFI is to gather information about siting offshore wind electricity transmission infrastructure from recreational and commercial ocean users, offshore wind or maritime industries, government entities (Tribal, Federal, state, county, or local government agencies), and the public. As part of this RFI, DOE is primarily interested in feedback on the transmission infrastructure associated with offshore wind and not the offshore wind generation turbines themselves.
The purpose of this RFI is to seek input from researchers and technologists of various backgrounds, representing a broad range of fields and disciplines, with the goal of evaluating novel approaches to develop superhot (defined as greater than or equal to 375°C and associated pressures of roughly 22 megapascals (MPa)) enhanced geothermal power for generating electricity and other uses.
