Grant Alert: EPA has $30M for the Consumer Recycling Education and Outreach (REO) Program

The EPA just released an RFA for a new program, the?Community Education and Outreach (REO) Grant Program.?Grant writers should be interested, given what’s available in the RFA. REO grants may be used to fund project that: increase waste prevention activities, increase the collection of recyclable materials and program participation rates, and decrease contamination of the recycling stream; focus on commonly recycled materials such as municipal solid waste (e.g., plastics, aluminum, paper, glass, etc.), including food waste and organics; or provide tools and technical assistance that will lead to long-term, sustained change, benefits, and support beyond the life of the grant.

In other words, applicants can do pretty much anything, since these goals are very general, making this a classic “walkin’ around money” grant program for nimble nonprofits that want to do some kind of “outreach” related to recycling. “Walkin-around money” is a common grant-writing phrase that refers to funds that can be used for a wide range of ostensible purposes, but that is often used in the real world to hire persons who are members of at-risk populations to “walk around” a given community—and perhaps distribute some amount of money to other organizations along the way.
