Grant Alert: Department of Energy has $550M for the new "Energy Efficiency and Conservation Block" (EECBG) Program

The Department of Energy (DOE) just announced funding will soon be $550M in funding available under the new https://www.energy.gov/clean-energy-infrastructure/energy-efficiency-and-conservation-block-grant-program Energy Efficiency and Conservation Block (EECBG) Program. EECBG was authorized by the recently passed Bipartisan Infrastructure Bill via the existing 2007?Energy Independence and Security Act as the administrative mechanism.

Most of the $550M in EECBG funds will be allocated on a formula basis to states, counties, cities, territories, and Indian Tribes, many of which will in turn will issue RFPs. Still, those "formula grantees" will have to prepare some form of application and/or plan. The DOE will also issue direct DOE national competitive RFPs. So, it will be feeding time at the Clean Energy grant hog farm!

EECBG grants may be used for a wide array of community-based Clean Energy programs. Since "Clean Energy" can mean almost anything, applicants could likely propose using EECBG funding for all kinds of construction projects as well as classic "walking around" for local nonprofits, as long as a connection, no matter how tenuous, is made to "Clean Energy." This will be similar to other federal block grant programs like Community Development Block Grants (CDBG) and Community Services Block Grants (CSBG) that have been around since the Carter Administration.

Although your organization can't yet apply for an EECBG grant, start planning your projects now. Once DOE completes the regulatory process, RFP issuance will be fast and furious: there will be great political pressure to get the money on the street quick, which will mean short deadlines. Every senator and congressperson is going to want to announce some EECBG grants in their states or districts during the run-up to the 2024 election.
