Governor, JRM Commander Convene Civil-Military Coordination Council
ASAN, Guam (June 30, 2022) – Gov. Lou Leon Guerrero and Joint Region Marianas Commander Rear Adm. Benjamin Nicholson convened the Civil-Military Coordination Council (CMCC) at JRM Headquarters, June 29.?
The purpose of the CMCC is to foster collaboration among the Department of Defense (DoD), Government of Guam, and federal agencies to share information, discuss, and provide recommendations for construction activities for the U.S. Marine Corps relocation to Guam.?
“The CMCC provided an opportunity for our Government of Guam officials to share information regarding ongoing military buildup efforts on the island. Discussions focused on environmental impacts and next steps, H2B status, workforce development initiatives, and housing availability, to name a few,” said Governor Leon Guerrero. “We are facing challenging times with peak year construction fast approaching, and we have an opportunity to work through these challenges as well as identify solutions and opportunities available to the people of Guam. Lt. Governor Tenorio and I look forward to using this time to expand our “whole of government’ approach that benefits all of the people of Guam.”?
The meeting marked the eighth of the CMCC since its initial formation in 2010. Representatives of the DoD, Government of Guam, and U.S. federal agencies were also in attendance to include the Guam Department of Labor, Guam Department of Public Works, U.S. Fish and Wildlife Service, Marine Corps Base Camp Blaz, and Naval Facilities Engineering Systems Command Marianas among others.?

Nicholson said the CMCC offers an important venue for ongoing dialogue between local and federal government agencies to speak openly about the management of construction projects and the potential impact on the local community or the environment.?
“In today’s world, very little is accomplished alone; we are more effective when we work together to achieve common goals,” said Nicholson. “Your support allows us to protect the nation by training in the region, rehearsing and refining our crisis and contingency response capabilities; and posturing our forces to ensure stability and security throughout the Indo-Pacific region.”?
The team received updates on important topics germane to the local and military community including the Marine Corps Realignment to Guam, new information with regard to Record of Decision mitigations, Guam Missile Defense initiatives, the Guam Medial Complex and affordable housing.?

More importantly, our collaboration helps to ensure military construction and operations do not adversely impact the environment and people of Guam.
