Government Must Act on DSP Reform

People with Disability Should Not Live in Poverty:

Community Mental Health Australia (CMHA) stands firmly with People with Disability Australia (PWDA), The Australian Council of Social Services (ACOSS), and other advocacy groups in expressing our disappointment at the Government’s failure to act on the critical recommendations from the Senate Inquiry into the Disability Support Pension (DSP). This response is a grave injustice to people with disability, including those living with mental health conditions, who rely on the DSP to meet their basic needs and live with dignity. The DSP is a vital lifeline for many Australians, particularly those who cannot work due to disability or chronic illness.

It provides essential financial support, yet the current system is fraught with barriers that prevent people from accessing this support. The Senate Inquiry identified key issues—including a complicated claims process, punitive mutual obligations, and inadequate funding for advocacy services—but the Government has failed to take meaningful action to address these problems.

For many, including those living with mental health conditions, navigating the DSP system is a double burden.

They are forced to manage their mental health while also battling a system that often feels alienating, unsupported, and punitive. The Government's failure to act on crucial reforms—such as improving access to support, removing punitive mutual obligations, and increasing funding for advocacy services—leaves people with disability facing unnecessary financial hardship and stress.

"This lack of action affects society’s most vulnerable. People with disability, particularly those with mental health challenges, deserve a DSP system that is fair, accessible, and supportive. The time for change is now," Giulia Jones, CEO Community Mental Health Australia.

CMHA urgently calls on the Government to implement the Senate Inquiry’s recommendations to create a system that truly meets the needs of all people with disability. We know the Government can do better, and we strongly urge them to take the necessary steps to ensure people with disability are not left behind.
