Government Implements Immigration Rule Changes: Replacing Shortage Occupation List with Immigration Salary List
In a bid to revamp immigration policies, the government has announced significant changes set to come into effect from April 2024. The focal point of this transformation involves the replacement of the Shortage Occupation List (SOL) with the Immigration Salary List (ISL), ushering in a new era for immigration regulation in the United Kingdom.
The decision, unveiled on December 4, 2023, introduces alterations that affect various categories of occupations, distinguishing between Healthcare and Care Workers (H&CW) and non-H&CW occupations, and accounting for pay scale differentials.
Key Changes in Immigration Rules:
1. General Threshold:
Under the current policy, the minimum salary threshold for non-H&CW occupations stands at £26,200, while for H&CW occupations not on a pay scale, including care workers and senior care workers, it is also £26,200. However, for pay scale occupations, the threshold dips to £20,960.
Come April 2024, a notable hike in these thresholds is expected. For non-H&CW occupations, the minimum salary threshold will soar to £38,700. H&CW occupations not on a pay scale will see an increase to £29,000, whereas pay scale occupations will face a new threshold of £23,200.
2. Minimum Threshold if on SOL/ISL:
Currently, those on the SOL/ISL enjoy a lower minimum threshold across all occupation categories. Under existing policies, this stands at £20,960 for all types of occupations.
However, from April 2024, a recalibration will take place. The minimum general threshold for those on the SOL/ISL will rise to £30,960 for non-H&CW occupations. For H&CW occupations not on a pay scale, the threshold will increase to £23,200, aligning with the pay scale occupations.

3. Occupation-Specific Threshold:
Another significant alteration lies in the occupation-specific threshold. Presently, this threshold is pegged at the 25th percentile for all categories of occupations.
Moving forward, starting April 2024, there will be a shift towards a more standardized approach. While the threshold for H&CW occupations not on a pay scale remains at the 25th percentile, the threshold for non-H&CW occupations will increase to the 50th percentile. National pay scales will be employed for pay scale occupations, ensuring consistency and transparency across the board.
Implications and Outlook:
These amendments to immigration rules signify a concerted effort by the government to adapt to changing socio-economic landscapes and labor market demands. By replacing the SOL with the ISL and adjusting salary thresholds accordingly, policymakers aim to strike a balance between facilitating skilled migration and safeguarding domestic labor interests.
