Government approves new Green Public Procurement Strategy and Action Plan

The Circular Economy and the role of Green Public Procurement

We need to move to a more sustainable production and consumption model across society by changing how we consume materials and resources; how we design the products that we use; and how we extend the productive life of all goods and products in our society and economy.? This government is committed to making the Circular Economy a reality and one of the important areas of the economy that can play a key role in helping Ireland to become a more resource-efficient and Circular Economy is Green Public Procurement.

Green Public Procurement is the process whereby public bodies seek to procure goods, services and works with a reduced environmental impact throughout their life cycle when compared to goods, services and works with the same primary function that would otherwise be procured.

The public sector’s responsibility

Green Public Procurement is widely recognised as a vital policy lever to achieving environmental objectives. Large purchasing power gives the public sector significant influence to stimulate the creation and provision of more resource-efficient, less polluting goods, services and works within the marketplace.

The public sector has a responsibility to promote green public procurement, in order to support Ireland’s environmental and wider sustainable development objectives. Citizens need to be sure that what is purchased on their behalf has minimal harmful effects on the environment and society. At the same time, these goods, services and works must represent both short-term and long-term value for money.

Buying Greener: Green Public Procurement Strategy and Action Plan 2024-2027

Government recently approved the Green Public Procurement Strategy and Action Plan, Buying Greener: Green Public Procurement Strategy and Action Plan 2024-2027, which will play a key role in driving the implementation of green and circular procurement practices across the public sector.

This new Green Public Procurement Strategy and Action Plan has been prepared in the context of significant changes in climate, energy, sustainability, and procurement policies over the last number of years.

The Green Public Procurement Strategy and Action Plan replaces the previous national Green Public Procurement policy 'Green Tenders', which was more than a decade old. During this period, green public procurement commitments have become embedded in key areas of government policy including Ireland’s first Whole of Government Circular Economy Strategy, the Climate Action Plan, and the Waste Action Plan for a Circular Economy.

Key areas of focus in the Strategy and Action Plan

This Green Public Procurement Strategy and Action Plan includes a particular focus on;

  • accelerating the implementation of Green Public Procurement, by using, for example, national Green Public Procurement Guidance and Criteria;
  • bringing about greater awareness on the use and value of Green Public Procurement through communications and training;
  • demonstrating the implementation of Green Public Procurement through monitoring and reporting.

This Strategy also sets out direction in:

  • undertaking market engagement on Green Public Procurement;
  • availing of research and innovation;
  • actively participating in EU and international initiatives on Green Public Procurement

The Strategy includes a key sectoral focus with Green Public Procurement targets set out for a number of areas of public procurement within the economy such as construction, food, ICT equipment, textiles and indoor cleaning services.

The implementation of this new Green Public Procurement Strategy and Action Plan will ensure that public bodies play a critical part in supporting the delivery of important commitments on climate action, and helping our transition to a circular economy.

The Environmental Protection Agency has published Green Public Procurement Guidance for the Public Sector.??The Green Public Procurement Guidance is accompanied by detailed Criteria for a number of priority product/sectors.
