Global transference of skills for self-reliance?

I recently returned from the Middle East - where humanitarian crises abound. As far as I am aware, there is NO global transference of skills, nor is there a framework to gauge and employ various skill sets. Displaced populations are stuck in host communities overloaded and stretched beyond capacity, reliant on foreign aid as they wait and exist without hope.?
Questions:
What practical policies would be helpful in the implementation of self-sufficiency for displaced peoples?
How might enforcement/regulation occur?
What regulatory bodies within nations/states/communities could efficiently handle the programming?
How would a global transference of skills framework be developed?
What knowledge, skills, and abilities would be most
desirable?
Suppose a global transference of skills framework was developed and sustained by nations (specifically to aid in the self-reliance of displaced populations). What elements would you want to be assessed and measured??
