We're on a mission to radically change the pace of innovation in Medicaid, improving quality, equity and access to care.
As we embark on our inaugural global edition of our Health Tech for Medicaid (HT4M) newsletter, I find myself reflecting on the transformative journey we have embarked upon—not just within our local communities but across the globe during the COVID-19 pandemic. A year ago, supported by the Commonwealth Fund and Academy Health, I ventured on a global excursion that profoundly shifted my perspective on Medicaid, its applicability to global populations and its potential for?worldly lessons.
Our commitment at HT4M has always been to improve and innovate within the Medicaid ecosystem, a commitment rooted in the rich soil of our collective experiences and challenges. As we delve into the complexities of Medicaid's unwinding process—marked by the procedural disenrollment of millions—it becomes increasingly clear that many of the things we are facing are?not isolated issues but global challenges that require global solutions.
Learning from Global Perspectives
The unwinding of Medicaid’s continuous coverage requirement, which has led to over 21?million disenrollments , primarily for procedural reasons, underscores the need for a comprehensive, cross-cultural dialogue. As we reach this critical yearly halfway point, the lessons we need are not just within our borders but resonate across seas and continents.
In 2024, as we prepare to attend conferences in Europe and engage with international health leaders, our mission is clear: to absorb and integrate global best practices into our Medicaid framework. From the streamlined efficiency of digital health applications in Asia to the innovative public health strategies employed in Europe, each lesson offers valuable insights that can enhance our approach and outcomes.

Adimika Meadows Arthur , CEO & Executive Director of HT4M , joined an 11-day international study tour in April of 2023 organized by the Commonwealth Fund and AcademyHealth . The group of seven U.S. healthcare leaders visited New Zealand, Australia, and Singapore to explore innovative healthcare practices and policies.
The tour aimed to foster cross-national relationships and gather insights that can inform domestic policy and practice. The itinerary covered various areas, including primary care innovation, healthcare access for rural and indigenous populations, mental health, maternal and child health, aging services, healthcare financing, advanced technology, and cost management for pharmaceuticals and healthcare services. Cultural immersion experiences were also included, such as interactions with the Māori population in New Zealand and the Aboriginal and Torres Strait Islanders in rural Australia.

A member of the International Study Tour, Aaron E. Carroll M.D., M.S. ,?President & CEO of AcademyHealth, recently wrote the article "Rethinking Health Care from a Global Perspective: Looking Abroad" to discuss how the American healthcare system is in crisis, grappling with declining life expectancy, rising maternal mortality rates, and exorbitant costs. The debate on fixing it often oscillates between maintaining the status quo and embracing a single-payer system. However, exploring the nuanced approaches of other countries reveals potential solutions.
Many countries have achieved universal coverage, offering insights into alternative models that prioritize equitable access and financial protection. For instance, Switzerland adopts a private insurance system regulated to ensure coverage for all, while Singapore provides catastrophic coverage through mandatory health savings accounts. In Canada, a single-payer system funded through taxation ensures coverage for medically necessary services, while Australia offers both public and private options. Another member of the International Study Tour, Dave A. Chokshi , Clinical Professor of Medicine and Population Health at the NYU School of Medicine, likewise explores innovating US healthcare in?"Health & Political Economy: Building a New Common Sense in the United States."
Economic framework, influenced by cultural norms, has significantly shaped contemporary society, particularly in healthcare within the United States. This framework, intricately linked with politics and society, forms the basis of what is termed political economy, with far-reaching implications evident in the nation's health outcomes.
To address these challenges, Dave advocates for a paradigm shift towards a health-centric political economy, emphasizing action in three key areas: capital, care, and culture. This transformation involves reorienting capital towards long-term investments, such as public healthcare options and initiatives to empower marginalized communities.
Dave raises that challenging prevailing cultural narratives is crucial to driving momentum towards these changes. Despite facing obstacles, recent efforts in areas like industrial policy and market regulation offer inspiration for advancing this transformative agenda in healthcare.

Reflecting on Critical Insights from the OECD Health Ministerial Meeting
In January 2024, HealthTech 4 Medicaid's CEO & Executive Director, Adimika Arthur, joined Health Ministers from OECD and partner countries at the OECD Health Ministerial Meeting ?in Paris, France. There they reflected on the legacy and insights gleaned from the COVID-19 crisis, in addition to diving into forthcoming health policy challenges and strategize actions to tackle them.
Key Focus Areas Explored:
Through discussions on equitable, people-centered health systems, integrating transformative tools into health system governance, and improving clinical practice, there are implications for Medicaid in terms of ensuring access to quality care for all beneficiaries, including those from underserved communities.?

Zero Health Gaps Pledge
In January of 2023, HealthTech 4 Medicaid (HT4M), along with 70 other organizations, signed the Global Health Equity Network Zero Health Gaps Pledge and committed to take concerted action to advance health equity globally. The pledge includes 10 key commitments all signatories have made to embed health equity principles throughout our operations, workforce and guiding philosophies. It marks the beginning of an historic journey to making health equity an integral part of business strategies globally and an important step towards a world without health disparities.
The Zero Health Gaps Pledge is part of the Global Health Equity Network, which brings together key stakeholders from the public and private sectors to advance a collective vision of zero health gaps, in line with the UN Sustainable Development Goals. The pledge is a commitment to improve health equity across sectors and geographies and to help build a resilient and inclusive global economy that drives value for all.
Addressing global health disparities is a shared responsibility. By signing the Zero Health Gaps Pledge (ZHGP), organizations commit to driving change for healthier, more equitable communities.?Since signing the pledge, ZHGP signatories? have already initiated efforts to enhance health outcomes globally.
