Global food regulatory updates
NHC issued a letter soliciting opinions on 14 national food safety standards (exposure draft) including "National Food Safety Standard - General Rules for the Labeling of Prepackaged Food" (GB 7718)
On June 27, 2024, the Secretariat of the National Food Safety Standards Review Committee of the National Health Commission of China issued a letter soliciting opinions on 14 national food safety standards (exposure draft) including "National?Food?Safety Standard-General Rules for the Labeling of?Prepackaged?Food".?
South Korea proposed to set a new standard for the use of six food additives such as sulfur dioxide in fruit wine
On June 26, the Ministry of Food and Drug Safety (MFDS) of the Republic of Korea issued Notice No. 2024-308, proposing to amend part of the Food Additives Code, which mainly reads as follows:
1. Expand the certification standards for natural sources of preservatives.
2. Modify the standards for the use of some food additives.
3. Expand the use of propylene glycol in the food industry.
4. Modify the standard of use when 16 kinds of tar pigments such as food color green 3 are mixed.
5. Modify some phrases.?
6. Modify the composition specifications and test methods of some food additives.
South Korea modified printing standards for appliances and container packaging?and other direct food contact surfaces
On June 21, the Ministry of Food and Drug Safety (MFDS) of the Republic of Korea issued Notice No. 2024-29, revising part of the "Standards and Specifications for Appliances and Container Packaging".
-Delete the test method of the total dissolution quantity specification in the metal material specification;
-When the material and color of the new package material body and accessories are the same, the body is tested and the relevant standards are applicable.
Denmark amended an administrative order on the addition of certain substances other than vitamins and minerals to food
On May 30, 2024, the Danish Veterinary and Food Authority issued Notice No. 554, amending the Executive Order on the addition of certain substances other than vitamins and minerals to foods, with effect from July 1, 2024. According to the notice, it will amend the maximum amount of caffeine in flavored beverages with alcohol concentration >50% and the recommended daily dose of hyaluronic acid in dietary supplements.
South Korea issued a partial amendment to the Implementation Rules of the Special Act for the Administration of Imported Food Safety
On June 14, South Korea issued Prime Minister's Order No. 1962, amending part of the Implementation Rules of the the “Special Act for the Administration of imported Food Safety”. The main contents of this amendment are as follows:
1. Modify some terms: modify the health assessment of imported animal products to the health assessment of imported animal products and animal food.
2. When inspecting food products sent directly from overseas, check whether they contain raw materials and ingredients that are prohibited from entering Korea, or check them through physical, chemical and microbial methods.
3. Clarify the import enterprises which can be exempted from document inspection and on-site inspection.
Brazil updated 4 food regulation implementation guidelines
On May 14, 2024, the Brazilian National Sanitary Surveillance Agency (ANVISA) published on its website four new versions of its food regulations implementation guidelines. Main updates include:
(1) It is stipulated that food products that may be exposed to natural latex and its derivatives during processing, and the allergen control program implemented by the company cannot remove latex residues, should be labeled with the statement “may contain allergenic natural latex”;
(2) To stipulate that for infant formulae for special medical purposes and formulae to meet the needs of enteral nutrition, if the content of lactose is higher than 100mg/100g, the label of the product shall bear the warning statement “contains lactose”;
(3) Clarify that the ban on the use of partially hydrogenated fats and oils in the food industry also applies to food additives and processing aids;
(4) Provide for the obligation to explain to consumers after the replacement of new formulas for some food products subject to registration control.
US proposed to amend food additive regulations
On May 16, 2024, according to the U.S. Federal Register, the U.S. Food and Drug Administration (FDA) issued Notice 2024-10888, which proposes to amend the food additive regulations.
Specifically, it is proposed to approve the use of sodium coppe chlorophylin as a coloring agent in dietary supplements (capsule dosage form) at an additive level ranging from 0.08%-0.4%, and to approve fescue grass (Festuca arundinacea) as a permitted extraction source of this coloring agent.
South Korea revised Codex Alimentarius
On May 17, 2024, the Ministry of Food and Drugs of Korea (MFDS) issued Bulletin No. 2024-22 amending portions of the Codex Alimentarius, effective as of the date of issuance. Main contents:
(1) Revise?the preservation standards for food products. Sauce packets can be kept frozen;
(2) Revise the names of flavored seaweed food categories.
(3) Revise the food ingredient list. Include?Mizuno tree extract, black mountain root powder, etc. as food ingredients;
(4) Revise?the residue limit standards for 57 pesticides;
(5) Remove mandatory requirements for pepper adulteration test items.
UK released the Food Additives, Novel Foods, and Food Flavourings Regulations 2024
The Food Additives and Novel Foods (Authorisations and Miscellaneous Amendments) and Food Flavourings (Removal of Authorisations) (England) Regulations 2024 were made on May 22, 2024,?and?will come into force on June 28.?The regulations mainly deal with the authorization, use and labelling requirements for food additives, novel foods and food flavours, with key contents including:
(1) Amended?Annex 2 of the EU Regulation (EC) No.1333/2008, adding a new?food additive?steviol glycosides (E960b), and modifying the conditions of use of existing?food additives;
(2) 4?new types of?novel foods?have been added to the EU list of novel foods;
(3) 22?flavoring substances?have been deleted from the list of authorized food flavors.
Japan proposed to revise a number of food standards
On May 30, 2024, Japan's Ministry of Health, Labor and Welfare (MHLW) issued several notices, including Notice 550003936, proposing to revise a number of food standards,?including:?Standard for Aged Sausages; Standard for Sausages; Standard for Edible Vegetable Oils; Standard for?Chilli?Sauce.
CAC revised the regulations on the use of ascorbyl palmitate and other food additives in some foods
On May 27, 2024, the Codex Alimentarius Commission (CAC) issued consultation document No. CL2024/59-FA, proposing to revise the provisions on the use of food additives such as ascorbyl palmitate in some foods, with the feedback period ending January 15, 2025.?
Australia revised standards for use of food additives
On 24 May 2024, Notice F2024L00577 was published in the Commonwealth Register of Australia to amend the standards for the use of food additives. Specifically to expand the scope of use of rosemary extract, and stipulate the conditions of use.

U.S. approved Importation of Fresh Ginseng Root from South Korea
According to the U.S. Federal Register, on June 24, 2024, the U.S. Department of Agriculture's Animal and Plant Health Inspection Service (APHIS) issued 2024-13759, approving the importation of fresh ginseng root from South Korea.

Argentine government simplified registration process to promote agricultural products export
Argentina's "Agricultural Information Network" reported on June 10 that the Secretariat of the Bioeconomy of the Ministry of Economy announced that it has simplified the current agricultural food export registration process and will amend the regulations governing the export of cereals, meat and dairy products.
Mutual recognition of organic products between Russia and China expected to be agreed
The head of Russia's Quality Center said in an interview with TASS that China and Russia are carrying out pilot work on mutual recognition of organic products,?as the?producers must be certified both in Russia and China?when export organic products to China for now, which is costly and detrimental to trade.
Australia expects China to lift ban on Australian lobster imports
In December 2023, China lifted its ban on Australia's three largest meat exporters. Now, China has lifted its ban on five other meat processors.
Australia says it will continue to urge China to lift the remaining trade barriers, including Australian rock lobster.
U.S. extends tariff exemptions for some Chinese seafood
The Office of the U.S. Trade Representative (USTR) recently announced the duration of tariff exemptions for 164 Chinese goods, including eight seafood categories involving haddock, turbot, and crab meat.
Poland strengthens quality checks of imported agricultural products
As of May 16, Poland will?intensify inspections of agricultural exchanges, especially seasonal and imported products, with the aim of controlling food products of foreign origin and providing consumers with safe food products, as well as controlling imported food products.
Russia will extend the ban on rice exports again
Russian Deputy Prime Minister Dmitry Patrushev said at the All-Russian Grain Forum that Russia's rice production has not yet reached a level that can guarantee the supply of the entire domestic market, so the government intends to extend the rice export ban again.

According to the European Food Safety Authority (EFSA), the EFSA Panel on?Nutrition,?Novel?Foods?and Food Allergens (NDA) has issued a scientific opinion on the safety of vitamin D2 mushroom powder (vitamin D2 mushroom powder) as a novel food.
