(21 easy steps to true national democracy)

WHAT IS GCIPR?

1. The Global Coalition for Independent Political Representation (GCIPR) is a non-governmental and non-profit organisation which seeks to promote the concept and practice of apolitical (i.e. non-political party based) and independent political representation in all public services management and administration institutions in every country of this world.  

2. Such public services management and administration institutions include but are not limited to national government structures such as local authorities, national parliaments (legislatures), the judiciary, executive governments (Cabinets), and other public services management and administrative bodies such as Police Services Commissions, Defence Services Commissions, Social Protection Services Commissions, Civil Service Commissions, Health and Social Services Commissions, Food and Agricultural Services Commissions, Housing and Community Services Commissions, Communication and Transport Services Commissions, Education and Training Services Commissions and many other similar kinds of public services management and administrative bodies.  

3. The concept and desirability of apolitical or politically independent representation in all public services management and administration institutions was amply demonstrated and supported in the book entitled “There is No Democracy At All in Government by Political Party Representatives” which was written by one Dr Cleopas Sibanda. Everyone is encouraged to get hold of and read this book. There are many other books and publications out there which also support this concept in one way or the other. Everyone is urged to also get hold of and read such material. For the reasons that the relevant information is readily available as alluded to herein, the Global Coalition for Independent Political Representation (GCIPR) shall not belabour itself here and now by re-espousing the same logic as to why independent political representation is the desirable thing in all public services management and administration institutions. Such being the case, the GCIPR shall henceforth forge ahead with elucidating exactly how apolitical, political party free or independent political representation can be achieved in all our public services management and administration institutions.

4. The promotion of the concept and practice of independent, (non-political party based or apolitical) political representation in all public services management and administration institutions in all countries of the world.

A peaceful and truly democratic world dispensation in which all public services management and administration institutions and the public affairs which they dispense are governed and administered by politically independent (i.e. apolitical or non-political party based) public services managements and administrations of the people, by the people, for the people, and not by public services managements and administrations of political parties, by political parties, for political parties!

6. Respect, true democracy, truth, honesty, fairness and openness in public services management and administration are the central driving forces or values of the Global Coalition for Independent Political Representation (GCIPR).

7. Continuous improvement in everything which we do, stand for or believe in is the modus operandi or culture of the Global Coalition for Independent Political Representation (GCIPR). As life goes on, so must the struggle!

THE SKEWED, UNDEMOCRATIC AND UNDESIRABLE STATUS QUO OF PUBLIC SERVICES MANAGEMENT AND ADMINISTRATION IN THE WORLD TODAY!

8. Almost all national governments in all countries of this world today are now governments of political parties, by political parties, for political parties instead of being governments of the people, by the people, for the people as they must be and as naturally ordained by the creator.  This must be pretty obvious.

9. Because of rampant political party based appointments in the civil and public services, almost all of the basic and essential national public services management and administration institutions in all countries of this world are now also public services management and administration institutions of political parties, by political parties, for political parties instead of being public services management and administration institutions of the people, by the people, for the people as they must be.  

10. Also because of the prevalence of political parties in all countries of this world, the world knows no peace today. There are politically motivated conflicts, murders, killings, wars, bloodshed and genocide everywhere one looks. The same goes for corruption, fraud, chicanery and all sorts of misdemeanours in all our beloved countries’ public services management and administration systems. Its mayhem and havoc everywhere! This chaos must surely be stopped right here and right now before the world is stopped by it!  

WHAT MUST BE DONE TO DEMOCRATISE ALL NATIONAL PUBLIC SERVICES MANAGEMENT AND ADMINISTRATION INSTITUTIONS AND SYSTEMS IN ALL COUNTRIES OF THIS WORLD TODAY?

11. According to Dr cleopas Sibanda’s book entitled “There is No Democracy At All in Government by Political Party Representatives”, here is what must be done to democratise all public services management and administration institutions and systems in all countries of the world today, and it can be done!

12. Political parties must not get legal recognition, stature or standing whatsoever in any country. This does not mean that political parties must be banned, but it simply means that they must not be encouraged and supported, legally or otherwise, because in true democracy, political parties are actually undesirable elements. (Please read Dr Cleopas Sibanda’s book for more on this view).

13. Political representation of the people in the public services management and administration institutions of all the countries of this world must be constituency based and through direct representation by other people as true and bona fide representatives of the people and not indirectly through the aegis of political party proxies as is the case right now in almost all countries worldwide. (Again, please read Dr Cleopas Sibanda’s book for more on this view and concept). Apparently, direct representation is the only true democracy there is, while humanised representation through political party proxies is definitely not democratic at all! (NB: In this case it is the political parties themselves which are the proxies of the people and not the people who represent these political parties in government). 

14.  All members of Parliament, the Judicial Services Commission, Cabinet, and the top management of all the other public services management, administration and delivery institutions as enumerated in bullet number 2 above must all be democratically and directly installed into office or uninstalled from office by the governed masses themselves through whatever means those masses choose to install or uninstall them. Not a single politician must be installed into any office by a political party and not a single politician must be given the carte blanche right and prerogative to appoint another politician into any office or position whatsoever! Allowing such is the mother of conflict, corruption, fraud and all sorts of chicanery in the politics of public services management and administration. It is just untenable and undesirable. 

WHAT CAN YOU DO AS AN INDIVIDUAL IN YOUR OWN COUNTRY IN ORDER TO HELP YOUR COUNTRY AND ITS PEOPLE TO MOVE AWAY FROM THE SCOURGE OF POLITICAL PARTY BASED DICTATORSHIP TO A MORE PEOPLE ORIENTED DEMOCRATIC DISPENSATION?

15. First of all, and right now, join the Global Coalition for Independent Political Representation (GCIPR) so that you can continue to get free practical and intellectual support and guidance on the issues of politics, governance and democracy as you move on with your project to truly democratise your own country. GCIPR membership is absolutely free of charge and so are the benefits, no strings attached. Just reply to this email with the word “Membership” and instantaneously you are a member, nothing more.     

16. Secondly, together with other like-minded individuals from your own country, you can start or form your own National Coalition for Independent Political Representation (NCIPR). You can fashion it thus: The National Coalition for Independent Political Representation of (Name of your country).

17. Thirdly, your NCIPR must start to campaign for politically independent candidates in your country’s next general elections. It will not be easy. Neither will it be cheap. But it can be done. Plenty of personal sacrifices and donors are needed. You also need to convince the masses that you are making sense and that you know what you are talking about when you advocate for independent political representation in all the institutions of public government in your country. The logic espoused in Dr Cleopas Sibanda’s book and any other similar material which you may come across will go a long way towards helping you out in this regard. Just do not give up before you start.   

18. At the beginning, your aim is to have as many politically independent (i.e. not attached to any political party) candidates elected into parliament as is practically and reasonably possible. One independent candidate at a time is not bad at all, but if you work as national coalitions (i.e. NCIPR) and not individually, there are very good chances of surprise landslide victories for independent candidates in your respective countries. A National Coalition for Independent Political Representation (NCIPR) would be as good as a political party in terms of strength and should be able to match any other political party in the country in terms of clout. That is the trick. And yet what unites members of the NCIPR would be their political independence and their mission, vision, values and desire to see the same political independence thrive countrywide.    

19. However, at the end of the day, you want to have these politically independent candidates being in such a majority in your country’s parliament as would enable them to change the constitutional laws of the country which govern how people are represented in parliament and in all the other public service management and administration structures and institutions. Without the necessary changes in these constitutional and other national laws, the road to truly democratic and independent political representation will not open up.  

20. Once the national governing laws have been amended, everything else is downhill. With the Global Coalition for Independent Political Representation (GCIPR), Dr Cleopas Sibanda’s book and any other similar material on your side, your road to true democracy will be paved for you to just glide along. Done!

21. In countries where a political party based proportional representation system of government, local and national parliamentary general elections is used, the country’s National Coalition for Independent Political Representation (NCIPR) must first of all register as a political party in order to contest in the general elections. After winning the majority, then the coalition can amend the national laws accordingly as espoused in bullet numbers 17, 18, 19 and 20 above, and everything else will just follow through! Simple as all that.
