Global Programme Migration and Diaspora (PMD)
The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) is a federal enterprise that supports the German Government in achieving its objectives in the field of international cooper-ation for sustainable development.
The overarching objective of the Programme “Migration & Diaspora” is for key actors in partner countries to make more effective use of regular migration and diaspora engagement to achieve their development goals. The programme implements all of its three components in Albania: Regu-lar Labour Migration and Mobility, Diaspora Cooperation and Migration.
A key element of the global programme, which is currently operating in 22 partner countries across four continents, is improving offers of information on regular and safe migration pathways for potential mi-grants in Albania.
GIZ Office Albania seeks the following staff: Advisor- Regular Migration
Objective and Function:
The Advisor – Regular Migration (ReM) (hereafter Advisor ReM) supports in Albania the implemen-tation of the component “Regular labour migration and labour mobility“ and the field of action “Reg-ular Migration/Migration Advice” of the BMZ-commissioned global “Programme Migration & Dias-pora,” the responsibility for which lies with the GIZ-group G210.
The work of the Advisor ReM is based on the objectives of:
Regular Migration/Migration Advice, such as:
? DIMAK as a platform for placement services of third parties and networking of relevant insti-tutions in Albania and Germany
? Support to the establishment of migration partnerships through systemic and institutional ca-pacity development in Albania
The activity portfolio is country-specific and is concretized in yearly goals and annual operational plans, in close coordination with DIMAK, the PMD team in Albania and the Regular Migration team in HQ.
A. Responsibilities
The advisor is responsible for:
? Set-up, planning, implementing, monitoring and reporting on the implementation of the activi-ties within the PMD component “Regular labour migration and labour mobility” and the field of action “Regular Migration/Migration Advice” in Albania in close coordination with the Team Leader, the National Coordinator PMD in Albania, and the ReM teams in Albania and in HQ
? Establishing and strengthening of strategic partnerships with relevant political and operational partners of PMD
? Planning, implementing, monitoring and reporting the activities related to DIMAK on placement services of third parties and networking of relevant institutions in Albania and Germany,
? Support to the establishment of migration partnerships through systemic and institutional capac-ity development in Albania
? Migration-related innovation and knowledge management, especially on regular and labour mi-gration, circular migration, etc.
The advisor performs the following tasks:
B. Tasks
1. Advising the partner institution(s)
The advisor
? Initiates the design and implementation of services to the Project’s political partners based on profound needs analysis
? Executes and monitors the development and implementation of project plans and activities in close consultation with counterparts
? Initiates processes, joint project activities and work at the local/national and regional level
? Designs, prepares and supervises the implementation of ReM-workshops, seminars and other events for relevant stakeholders together with external experts
? Develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives
? Contributes, in close coordination with the PMD’s Migration Governance Advisor, to the pol-icy dialogue on ReM issues with the Government, donors, civil society, private sector
2. Networking and cooperation
The advisor
? Networks and cooperates with partners and cooperates with local stakeholders (e.g. Minis-try of Finance and Economy, National Agency for Employment and Skills, CSOs, private employment agencies, Project consultants, etc.) in the project environment and with other projects to improve and maintain good working relationships and to cooperate towards the Project’s objectives
? Regularly exchanges with the ReM Project Manager at HQ on local needs, ideas, initiatives and interests and feeds back the HQ’s perspective
? Cooperates closely with PMD Albania’s ReM DIMAK advisors on all ReM-related activities
? Liaises with PMD Albania’s Monitoring and Evaluation Advisor on ReM-related Project re-sult reporting and monitoring of impacts
? Liaises with PMD Albania’s Communication Advisor on ReM-related Project visibility and outreach
? Ensures good communication and flow of information within the entire PME/PMD/URA team, GIZ and with other relevant actors
3. Knowledge management
The advisor
? Develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures within the field of Regular Migration
? Prepares appropriate input for various project/programme reports including annual reports, and contributes to the other reports as required by the line manager, the Team Leader and GIZ
? Initiates research activities and studies on ReM issues which benefit the PMD (labour mar-kets and international economic and migratory activities between Albania and Germany, etc.)
? Ensures innovation, knowledge and quality management of the ReM component
C. Required qualifications, competences and experience
Qualifications
? A master’s degree in an area that is related to the project objectives, such as Migration Studies, Development Studies, International Relations/Political Sciences, Law, Social Sci-ences, Economics, etc.
Professional experience
? 5 years professional experience with at least 3 years of professional experience in a com-parable position
? In case of absence of a Master`s degree in the required area, 2 years of professional expe-rience on top of the required
Other knowledge, additional competences
? Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
? Excellent written and oral knowledge of English and Albanian. Working knowledge of Ger-man would be a strong asset
? Professional experience in Monitoring and Evaluation, report writing/editing, survey/data analysis
? Experience with working in development cooperation and/or labour market policy/migration, circular migration, etc.
? Knowledge with the employment sector in Albania and migration policy, labour-migration legislation, administrative, political and policy environment in Albania
? Strong capacity for effective teamwork, high degree of flexibility, ability to work under pres-sure of deadlines
? Availability to travel frequently within the country, region and Germany
? Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
