Program: Circular Economy for Sustainable Urban Development in Albania

The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) is a federal enterprise that supports the German Government in achieving its objectives in the field of international cooperation for sustainable development.

Program Background

In July 2022, the EU opened accession negotiations with Albania and is examining the extent to which Albanian law needs to be adapted to EU legislation. Although 70% of household waste is collected, only 17% is recycled. More than 50% of the waste is of organic origin, but is not used to create added value, but is disposed of in landfills or unregulated dumpsites. The collected wastewater is mostly discharged untreated into influent waters, resulting in massive pollution of groundwater, rivers, and the Adriatic Sea.

For the transition from a linear waste and wastewater management to a sustainable circular economy, a better basic understanding of circular economy principles, their implementation in concrete measures by efficient national and local authorities, a better participation of the private sector, but also an improved environmental behaviour of the population is essential.

The module objective is: The legal and financial foundations for the transition to a sustainable circular economy for waste and wastewater management have been created.

A.???? Responsibilities

The Project “Circular Economy for sustainable urban development” is seeking a highly motivated and experienced professional to fill the role of Data Management & Capacity Strengthening (Technical Support Specialist). This position aims to enhance the institutional capacities of NEA and AKUM in the field of data monitoring and evaluation, digital data management, network structures for data exchange, organizational development, and wastewater treatment plants (WWTP) monitoring. You will provide technical advice, support in the organization and management of working groups, and contribute to the improvement of energy efficiency in WWTP. The main task can be summarized as the following:

·???????? You improve the analytical monitoring and evaluation capacities of the waste and wastewater management authorities (NEA and AKUM) by coordinating CD measures, including inspection and licensing procedures.

·???????? You support the collection and analysing and digital data management of municipal waste and wastewater data and key performance indicators as well as data exchange between different actors on the e-Platform of the government.

·???????? You manage informed decision-making of CE measures by national political actors based on evidence-based data and intersectoral communication which monitors the progress of CE measures.

·???????? You support the restructuring process of AKUM in its new operational role through organisational development measures.

·???????? You provide technical support to improve the energy efficiency of WWTP.

?In this capacity you perform the following tasks:

A.???? Tasks

In terms of Strengthening Institutional Capacities:

·???????? Collaborate with NEA teams to identify capacity gaps and develop strategies for enhancing data monitoring and evaluation practices.

·???????? Provide technical advice, trainings, and guidance on professionalizing digital data management, including data processing, storage, and quality assurance.

·???????? Support the development and implementation of data management systems and tools to improve efficiency and accuracy in data collection, analysis, and reporting.

·???????? Organize and deliver training programs and capacity-building workshops on inspection and licensing procedures to strengthen NEA/REAs understanding of CE principles.

In terms of Network Structures for Data Exchange:

·???????? Work closely with NEA and municipal authorities to establish efficient and secure network structures for data exchange, utilizing an e-platform.

·???????? Collaborate with relevant stakeholders (INSTAT etc.) to define data exchange protocols and standards, ensuring seamless integration and compatibility of data systems.

·???????? Provide training and support to NEA and municipal staff on the effective use of the data exchange platform.

In terms of Support in Management of Working Groups:

·???????? Facilitate the organization and management of working groups tasked with developing recommendations for the national state of environment report.

·???????? Analyse licensing and inspection reports to identify key areas for improvement and support the working groups in their analysis and recommendation development.

·???????? Elaborate a strategy for the licensing and inspection process of WWTP.

·???????? Coordinate and facilitate meetings, workshops, and consultations to gather input from various stakeholders and ensure effective collaboration.

In terms of Organizational Development of the National Water Authority (AKUM):

·???????? Support the organizational development process of AKUM as part of the restructuring process.

·???????? Collaborate with AKUM staff and leadership to identify areas for improvement in organizational structure, processes, and human resource capacities.

·???????? Provide technical advice and support in developing strategies for enhancing AKUM's effectiveness and efficiency in operating and supervising regional water and waste-water utilities.

In terms of Monitoring of Wastewater Treatment Plants (WWTP) and Energy Efficiency:

·???????? Conduct regular monitoring and evaluation of WWTP protocols, ensuring compliance with relevant environmental regulations and standards in order to apply EU (Waste)water Framework Directive.

·???????? Analyse business plans related to WWTP and identify opportunities to improve energy efficiency.

·???????? Provide recommendations and support in the implementation of energy-efficient practices and technologies in WWTP.

B.??????? Required qualifications, competences and experience:

?·???????? Education/training: Master's degree in environmental science, natural resource management, or a related field

·???????? General professional experience: At least 5 years of professional experience in data monitoring and evaluation, digital data analysis and management; Strong knowledge of environmental regulations and policies; in depth experience in organizational development measures, process improvement, and capacity building

·???????? Languages: Fluent in Albanian, excellent business language skills in English required

·???????? Specific professional experience: Familiarity with wastewater treatment plants, energy efficiency, and renewable energy technologies; Excellent analytical, communication, and project management skills, Ability to work independently, as well as collaborate effectively with diverse stakeholders, Proficiency in relevant software and data management tools.
