Sustainable Urban Mobility in Albania

?The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) is a federal enterprise that supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. Urban mobility is a pressing global issue, characterized by rapid motorization, severe air quality challenges, and limited access to opportunities. The Sustainable Urban Transport (SUTi) project, initiated by GIZ and funded by the German Federal Ministry for Economic Cooperation and Development (BMZ), successfully enhanced urban mobility data management, improved the bus system, and promoted walking and cycling. Significant investments have been made, resulting in positive outcomes. The momentum of these progressive urban mobility interventions must be maintained and strengthened to transform Tirana and other cities in Albania into more sustainable and enjoyable cities.

The SUTi project aims to support the Albanian Ministry of Infrastructure and Energy (MoIE) and the Municipality of Tirana (MoT) in enhancing their technical capacities for implementing sustainable urban mobility measures. This project will have three main areas of intervention:

-????????? Municipal Level: Strengthen organizational development for the establishment of transport authority in Tirana, modernize public transport, and expand walking and cycling infrastructure to enhance climate – friendly and inclusive urban mobility,

-????????? National Level: Support institutional reform programs in public transport, provide technical advice on modernizing national framework conditions, and develop coordination platforms to improve sustainable urban mobility at the national level.

-????????? Digital transformation: Implement a comprehensive urban mobility data strategy, apply enhanced data – based instrument, and develop digital demonstration projects to strengthen climate – friendly and inclusive urban transport at both municipal and national level.

Advisor – Data & IT Specialist for Sustainable Urban Mobility

?I.???????????? Role Description

?You will be part of a team working jointly with municipal staff to enhance sustainable mobility. In your role, you are responsible for digitalization of several resources of data about public transport, walking and cycling. You will be also supporting capacity building activities with municipal stakeholders, such as trainings or workshops. While doing this, the core of the role is to support the development and implementation of demonstration projects in the field of sustainable, climate resilient urban mobility.

In doing this you will have the support of local and international experts, and you will be expected to also bring forward your own original ideas. The project aims to put incremental, transformative change in place through various strategies; and so there will be an exciting and challenging mix of activities and responsibilities throughout the duration of your contract.

?II.??????????? Responsibilities

?The advisor - will do preliminary work for and support the GIZ expert team in detail:

?-????????? to collect, analyse and present data and information in appropriate formats in order to enhance technical capacities within Albanian public institutions in regard to sustainable urban mobility.

-????????? to increase the impact of digital demonstration projects by introducing and applying latest data and software standards (e.g. in AVL, e-ticketing, commercial data, data automation, bus network development, machine learning applications for public transport).

-????????? to research and present international best practices in regard to sustainable urban mobility data management.

-????????? to develop (open) data approaches & software infrastructure for urban mobility in Albania.

-????????? to manage technical support by national or international consultants.

-????????? to ensure that the project is using the latest data and software standards and approaches.

-????????? to support the implementation of demonstration projects in Tirana and Albania.

-????????? to assist with the preperation and conduction of capacity building measures, such as workshops and trainings for public administration staff and political decision-makers.

The professional performs the following tasks:

II.??????????? Tasks Technical support

• ?Identification of needs for project partners with regards to software-dependent processes for urban mobility management.
• Transport data analysis and development of reporting formats to assist economic, managerial and political decision making from a multitude of data sources (e.g., GPS, GIS, SQL-Databases, OpenStreetmap).
• Specification and steering of software development projects implemented by third parties
• Identify and support to implement improvements for the inter-departmental data management on a municipal and national level.
• Documentation and writing of user guides for data collection, analysis and visualization
• Compilation and supply automation of new datasets into accessible and standardized data formats to facilitate data analysis.
• Defines terms of references for consultants to be contracted in the project context.

?Communication and networking support

• Prepares presentations, visualisations of project results for external communication.
• Support the preparation and implementation of workshops, seminars, and other events on subjects that are related to the project.
• Supports GIZ cross-project working groups to further strengthen the digitalization profile of GIZ in the region.

Knowledge management support

• Documents project activities for further reporting of the advisors, coordinators and the progamme manager.
• Develops and maintains the project’s database, incl. analysis, processing, visualization.
• Independently conducts research on topics relevant to the project and presents to the team.
• Assists in the compilation of information about ongoing projects activities.
• Monitors and communicate project activities (result-based monitoring).

?III.????????? Required qualifications, competences and experience

Qualification

• Education/training: Master's degree in computer engineering, data science, mathematics, environmental science, infrastructure planning or equivalent.
• General professional experience: At least 4 years of professional experience in the areas of software development, product development. Government administration and advisory are a plus.
• Languages: Fluent in Albanian, excellent business language skills in English required.

Abilities, Experience & Knowledge

• Experienced in leading software projects, from conceptualization to deployment & handover.
• Passion for urban mobility and motivation to transform the same in Albania.
• Proficiency in programming, preferably in python or R for data analysis and prototyping software applications.
• Experience in managing relational databases (PostgreSQL, MySQL) Experience with QGIS, DBeaver, and other geospatial tools.
• Experience with implementing continuous integration/ continuous delivery (CI/CD) pipelines using tools like GitLab CI, Github Actions, Docker.
• Knowledge of AI frameworks to integrate AI analytics into information systems is an asset.
• Experiences with GIS programs, such as ArcGIS or QGIS and data visualization programs are an asset.
• Knowledge of the urban mobility data standards (GTFS, NetEx, ITxPT).

Ability to summarise analysis concisely (written and verbal).

Ability to support a multi-task, multi-discipline project team in a dynamic work environment.
