Project: Open Regional Fund for South East Europe – Modernization of Municipal Services (ORF MMS)
The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) is a federal enterprise that supports the German Government in achieving its objectives in the field of international cooperation for sustainable development.?
?Field of Activity
The projects’ objective is to improve municipal services and support local economic cooperation in the six countries of the Western Balkans in line with the requirements for EU accession.
All countries of the Western Balkans (Albania, Bosnia and Herzegovina, Kosovo, North Macedonia, Montenegro and Albania) are striving to join the European Union. This transformation process confronts the municipalities and their utilities with major challenges, especially when it comes to the provision of modern municipal services. On the part of the local government, this includes the establishment, maintenance and modernization of structures and services close to the citizens as well as the necessary infrastructure. In many places there is a lack of services for locally placed companies as a basis for sustainable local economic development.
The regional project supports the partners in all 6 countries in the development and use of practical solutions for the modernization of municipal services. A special focus is given on innovative digital solutions for municipalities and utilities, to leverage gains in effectiveness, transparence and service orientation.
GIZ Office to Albania seeks the following staff: Project Assistant for ORF MMS (50 %)
A.??Sphere of responsibility
The project assistant is responsible for the:
?§?smooth running of the administrative office and daily operational execution of all administrative matters for the ORF MMS Albania
§?providing administrative, organizational and logistical services to the project management and teams;?
§?managing project data and file management system in DMS in line with GIZ’s filing rules;
§?ensuring good flow of communication and information within the project and with the GIZ office in Tirana.
?The project assistant performs the following tasks:

B. Tasks 1. Secretariat work and services?
The project assistant?
???????organizes and coordinates project activity schedules as requested by each Sub Project representative;
???????prepares and organizes information materials for the project representatives and – or meetings;
???????manages incoming and outcoming correspondences and prioritizes and organizes it;
???????Participates in internal and external meetings and workshops and assists with documenting these (minutes);
???????ensures that the necessary office supplies are available;
???????purchases office equipment and supplies within set value limits and procurement rules;
2. Office management and coordination
The project assistant
?????deals with external contacts in his/her responsibility;
?????coordinates and organizes rooms for meetings and catering;
?????coordinates travel arrangements of team members, partners and experts as needed;

?????coordinates equipment for meetings;
?????photocopies and scans documents as needed;
?????in charge of office inventory including regular update of list;
?????responds on requests from ORF management team in Sarajevo;
?????interprets and translates (English/Albanian) as needed and possible upon request.
3. Other duties/additional tasks

??performs other duties and tasks at the request of the Fund Manager and ORF representatives?
?C. Qualifications, skills and experience required?
Qualifications:
·????????Education/training: University qualification at bachelor’s level, e.g. in Management, Finance, Business Administration or related field
·????????General professional experience: at least 2 years of professional experience office management or similar, work experience with finance/admin procedures in donor organisations is a plus
·????????Languages: Fluent in Albanian, excellent business language skills in English required
·????????Specific professional experience: Proven experience in office management work or similar, very good Microsoft Office skills
·????????Other skills: ability to support a multi-task programme team; excellent working knowledge of MS products, particularly Word, Excel and PowerPoint; able to work in a team as well as independently; excellent social and communications skills.
Contract conditions:
??50%-time employment;
??Programme office in Tirana with few travels in the region; ?
??Assignment period: March 2024 with possibility of extension
