Open Regional Fund for South East Europe – Energy, Transport and Climate Protection (ORF-ETC)
The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) is a federal enterprise that supports the German Government in achieving its objectives in the field of international cooperation for sustainable development.
I. Project Background
The six countries of the Western Balkans (WB6) are striving for membership in the EU. In doing so, they face joint tasks and challenges in the areas of energy and transport, because as contracting parties to the EU Energy Community and the Transport Community, the WB6 have committed to transpose the respective chapters of the Aquis Communautaire into their national legislation and to meet the EU energy and climate targets. At the local level, the cities in the region suffer from severe air pollution due to the increasing urbanization rate and the use of fossil fuels for heat energy generation. There are also other negative influences from noise, traffic jams and land consumption. Some cities in the region have already developed sustainable energy and urban mobility plans. However, there is a lack of capacities to implement these plans.
The aim of the project is thus to increase the added value of regional cooperation for the implementation of selected sustainable energy and transport measures in the Western Balkans.
In order to achieve this objective, the GIZ ORF ETC implements actions in three areas:
1. EU4 Energy Transition: Covenant of Mayors in the Western Balkans and Turkey
This Multi Donor Action is jointly co-financed by the EU and the German Federal Ministry for Economic Cooperation and Development and is implemented by GIZ in the WB6 and by the Central Project Management Agency (CPMA) of the Republic of Lithuania, in Turkey. It aims at supporting municipalities in the region to develop and implement local sustainable energy and climate plans.
2. Sustainable Urban Mobility
This area of action aims at improving the regional cooperation between municipalities in the WB6 countries in the implementation of Sustainable Urban Mobility Plans. This activity is implemented in Albania in close cooperation with the project ?Sustainable Urban Transport in Tirana" implemented by GIZ.
3. Strengthening the Capacity of Parliamentarians in the WB6
This action aims at empowering Parliamentarians in the WB6 to promote the EU's energy, transport and climate protection agendas in a technically sound manner within their sphere of influence.
In order to achieve the stated objective, the project works with three main stakeholder groups: 1) national institutions (energy, environment and transport ministries) 2) local institutions (cities and municipalities) 3) established regional networks (e.g. energy and transport community, network of environment and energy ministries, EU Covenant of Mayors for Climate and Energy, schools for political studies).
GIZ Office Albania seeks the following staff: Coordinator
A. Responsibilities
The ORF-ETC coordinator is responsible for:
· Supporting the implementation of project, sub-project and other project activities managed by the ORF-ETC in Albania according the project goals and in consultation with the sub-project management and the Project Manager, this includes in particular:
- Sub-project activities in the context of sustainable energy and climate policy which will be implemented in close cooperation with the regional project “Capacity development for climate policy in the Western Balkans, Central and Eastern Europe and Central Asia - Phase II” as well as other regional, bilateral and EU projects and initiatives;
- Sub-project activities in context of sustainable urban mobility which will also be implemented in close coordination with the bilateral transport project in Tirana; Sub-project activities with the Schools of Political Studies, targeting Members of the National Parliament and parliamentary staff members;
· Representing the ORF-ETC and GIZ to internal and external partners in Albania;
· The position holder will, as a regional advisor, provide technical advice for the implementation of the activities of the project and sub-projects related to sustainable energy and climate policy as well as to national and international experts in the region.
In this context, the position holder fulfils the following tasks:
B. Tasks in the role as coordinator
1. Advising the partner institutions
The position holder
- supports the drafting and implementation of the plans of operations and activities in close consultation with the responsible Sub-project Manager and the partner personnel;
- supports the design, preparation and implementation of workshops, seminars and other events in the sub-projects in coordination with sub-project managers;
- supports the Sub-project Manager in drawing up terms of reference and in selecting and commissioning consultants, and supports them in their assignments;
- advises the partners on sector-specific matters as required;
- follows up the development of new project ideas;
- monitors the project progress, reviews, reports and documents on the progress of project activities, identifies bottlenecks and recommends alternative management options to the Sub-project Manager;
- prepares reports and helps produce project reports;
- supports the submission of applications to BMZ and other donors if needed.
2. Networking and cooperation
The position holder
- ensures cooperation, regular contact and dialogue with the partners, cooperates with sector networks, non-governmental organisations and individuals connected with the ORF-ETC sub-projects;
- ensures exchange of information with relevant GIZ measures in Albania;
- communicates local interests and initiatives and promotes idea and information sharing.
C. Tasks in the role of regional advisor for sustainable energy and climate policy
The position holder
- advises the programme manager and the Sub-project manager in strategic planning for the activities and sub-projects of ORF-ETC in the area of sustainable energy and climate policy;
- prepares and implements project (sub-project) plans and activities in the region related to sustainable energy and climate policy in close coordination with partners, counterparts and in cooperation with the project manager/sub-project managers/coordinators;
- supports capacity enhancement of ORF-ETC team members in the field of sustainable energy and climate policy;
- provides technical advice for implementation of the activities related to sustainable energy and climate policy, and steers technical aspects of assignments with national and international experts in the region;
- prepares and implements the transnational coordination process with project partners and other relevant stakeholders.
D. Required qualifications, competences and experience
Qualifications
- Bachelor′s or Master′s degree in a subject related to energy science, power engineering, energy management, energy planning and / or climate sciences
Professional experience
- At least 5 (five) years of professional experience in a similar position: i.e. work experience in the energy, transport or climate change field with strong national and international experience related to energy efficiency, renewable energy, urban mobility and/or climate change policy development and implementation; experience, good understanding, and knowledge of relations within the energy, transport and/or climate sector in Albania and/or the region and well-established communication with stakeholders in Albania and/or the region
Other knowledge, additional competences
- Excellent knowledge of Microsoft Office
- Sound skills in handling modern telecommunication systems
- Excellent command of Albanian and English languages; German is an added value
- Prepared to take regular (international) business trips
- Excellent organizational and time management skills
- Willing to upskill themselves in line with the requirements of the scope of tasks
- Corresponding measures will be agreed with the manager
