The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) is a federal enterprise that supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. The Global Programme “Migration for Development” and the Global Programme “Migration and Diaspora“ are commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and are being implemented under the umbrella of the Centre for Migration and Development (CIM) – a joint operation of the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) and the International Placement Services (ZAV) of the Federal Employment Agency.
GIZ Office Albania seeks the following staff: Advisor – Monitoring and Reporting
A. Responsibilities
The Monitoring and Reporting Advisor fulfils a crucial role in the monitoring and reporting on the implementation of both Programme” Migration for Development “(PME) 50% as well as Programme “Migration and Diaspora” (PMD) 50% and operation of DIMAK in Albania. The advisor carries out her/his work in close coordination with the Team Leader of PME/PMD, with the National Coordinators of both programs in Albania, as well as with the advisors covering different topics with respective programs` teams.
The advisor will contribute with her/his expertise to the conceptional implementation and operationalisation of monitoring approaches in Albania, both in PMD and PME. In particular, the advisor monitors the achievement of the goals of both programs in Albania and reports consequently within the specified timeframes and formats to the PME and PMD teams in Headquarters, monitors the implementation of the annual operational plans of PME and PMD in Albania as well as contributes to monitoring of the results of the individual activities implemented within the PME and PMD programs in Albania. In addition, the advisor contributes to the development of the annual operational plans in PME and PMD, as well as supports both teams in the monitoring requirements for the individual technical activities/contracts.
S/he cooperates with relevant counterparts within PME and PMD teams in Germany and in the Western Balkans` countries, as well as with the relevant counterparts within bilateral and regional projects of GIZ in Albania where close communication and cooperation is kept.

B. Tasks
The range of required tasks to be fulfilled by the Advisor - Monitoring and Reporting, is listed below.
Monitoring and Reporting
· Monitors the achievement of the goals of PME and PMD programs in Albania, separately related to the programs` KPIs
· Communicates continuously with the relevant monitoring & reporting teams in PME and PMD in HQ and implements the planned monitoring & reporting approaches
· Identifies and defines the best approaches to operationalise planed monitoring & reporting approaches in both programs
· Reports the data and narrative segments within specified timeframes and formats to the monitoring & reporting PME and PMD teams in HQ
· Leads the preparation of data collection formats for the PMD and PME team members based on the requirements from monitoring and reporting teams in HQ
· Secures quality of data and the process of filling-in of the reports in PME and PMD
· Monitors implementation of operational plans for both programs in Albania for the timely and realistic achievement of the programs’ objectives
· Takes part and contributes to the annual planning and review of the operational plans of both programs in Albania
· Within both programs, supports the advisors in preparation and utilisation of reporting tools for implemented measures and monitors their implementation
· Cooperates with relevant counterparts within PME and PMD structures, especially Western Balkans monitoring and reporting teams
· Cooperates closely with relevant counterparts within bilateral and regional projects of GIZ and the within the GIZ Albania
Crosscutting Tasks
· Backstopping to the Team Leader of the ongoing developments on the topic of Monitoring and Reporting in Albania
· Updates the relevant folders of the programs to facilitate access to key information
· Follows up information flow and deadlines
· Prepare various written outputs, such as analysis of data etc.
· Participates in PME & PMD-related training programs and involves actively in the development of the program and the current topic of Migration
· Takes on additional and ad-hoc tasks related to the profile as assigned by the Team Leader of both programs in Albania
· Ensures good communication and flow of information within GIZ
C. Required qualifications, competences and experience
Qualifications: University qualification in a relevant field such as: Economics, Business Administration, Finance, Political/Social Science, Engineering, etc.
Professional experience: 5 years of professional experience with at least 3 years of experience in a comparable position, in terms of topic (migration) or (subject) monitoring/reporting
Other knowledge, additional competences: Working capacity of utilization of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
§ Excellent written and oral knowledge of English. Good working knowledge of German would be an advantage
§ Work experience in an international working environment
§ Availability to travel frequently within the country, region and Germany
§ Willingness to upskill as required by the tasks to be performed
Contract conditions
· Full-time employment
· Project office in Tirana
