Project: Sustainable Urban Transport in Tirana

?

The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) is a federal enterprise that supports the German Government in achieving its objectives in the field of international cooperation for sustainable development.

Not only since the Covid-19 crisis, the mobility of people is one of the main topics around the world. Rapid motorization and traffic, severe air quality challenges and the people’s access to opportunities are common global issues. Urban mobility in the dynamic city of Tirana has been on the agenda for many years. In Tirana alone, the number of vehicles rose from almost zero at the end of the communism era to approx. 200 cars per 1,000 inhabitants, with extreme traffic and air quality impacts in the city. Although public transport and walking are making up most of the trips in Tirana, the quality of both (incl. cycling), needs to be improved to offer the inhabitants real alternatives to using a private car. In the last years and months Tirana has visibly invested in improving public transport, walking and cycling infrastructure, with many positive results. This momentum of progressive urban mobility policy must be maintained and strengthened in the future to transform Tirana towards an even more enjoyable and sustainable city.

The German Federal Ministry for Economic Cooperation and Development (BMZ) via GIZ is supporting the Albanian Ministry of Infrastructure and Energy and the Municipality of Tirana to improve technical capacities for sustainable urban mobility measures by public and private actors in Tirana.

The project has three main areas of intervention:


1.???Urban mobility data management;

2.???Bus system modernisation;

3.???Walking and cycling improvements.

The project is part of a global partnership, the Transformative Urban Mobility Initiative (TUMI).


For the support of the GIZ SUTi team, GIZ Office Albania is looking for an:

?Advisor – Public Transport

?

I.????????????Responsibilities

The advisor-public transport will be responsible to implement project activities mentioned above, in particular:

?The advisor - will:

  • support the stakeholders in Tirana to improve the service quality of the public transport system focusing on: data management, service planning, performance monitoring and contract management.
  • implement, monitor and assess demonstration projects in Tirana with the purpose of institutionalising structural improvements.
  • support the municipality of Tirana to improve their institutional framework in regard to public transport provision.
  • monitor and communicate project activites (impact and result monitoring).
  • conduct trainings and workshops (including logistical preparation and documentation) independently.
  • to coordinate and collaborate with the project team and project partners (public and private sector).

The advisor-public transport performs the following tasks:

?II.???????????Tasks

Professional support

  • ?Provides and manages technical advisory service to the project partners in regard to public transport modernisation, e.g. planning and financing, network development, use of data, institutional reform.
  • Defines terms of references (TOR) for consultants to be contracted and manages delivery of external consultants.
  • Prepares and reviews technical reports in the field of public transport (e.g. ticketing, PTAs, APC).
  • Develops and implements strategies to improve public transport.
  • Collects, analyzes and communicates big data sets on public transport.
  • Builds capacity within the partner system on a daily basis and collaborates with technical and political staff to enhance the public transport system.

Communication and networking support

  • ?Prepares presentations, visualisations of project results for external communication.
  • Conducts workshops, seminars, and other events on subjects that are related to the project.
  • Prepares regularly newsletter and external communication outputs (e.g. blogposts).

?

Knowledge management support

  • ?Actively improves the project’s knowledge management system.
  • Develops and maintains the project’s database, incl. data collection, processing and visualisation.
  • Independently conducts research on topics relevant to the project and presents to the team.

?

Management and Coordination support

  • ?Conducts project planning, prioritisation of tasks and impact monitoring.
  • Supports and directs junior staff and interns.
  • Conducts networking activities and steering committee meetings.
  • Represents the project in internal management processes.

?

?III.?????????Required qualifications, competences and experience

Qualification

  • Education/training: Master's degree in transport planning, infrastructure planning and management, urban or environmental planning (with a focus on transport), or equivalent
  • General professional experience: At least 7 years of professional experience with at least 5 years in managing public transport.
  • Languages: Fluent in Albanian, excellent business language skills in English required.

Experience

  • Profound knowledge of the urban transport / public transport and innovation environment in Albania (including national strategies, legal framework, relevant stakeholders, infrastructure and facilities).
  • Knowledge and/or work experience in public transport planning and financing, infrastructure planning and financing.
  • Work experience in the public transport industry or with (local) government on public transport is a must.
  • Data analytical skills and knowledge of relevant software (e.g., excel) is needed.
  • Ability to support a multi-task, multi-discipline project team in a dynamic work environment.
  • Experiences in writing and reviewing reports (English).
  • Excellent organisational, social and communications skills.
  • Experience in designing workshops and applying innovate methods and tools in project context is an asset.
