The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) is a federal enterprise that supports the German Government in achieving its objectives in the field of international cooperation for sustainable development.
Program Background
The MLP Program has four partner countries, Albania, Bosnia and Herzegovina, Kosovo and Montenegro. The program supports its partners to improve the implementation of coordinated strategies and approaches to reduce marine litter. To this end, the MLP program promotes coordination processes between governmental and nongovernmental actors at regional, national and local level.
The main areas of intervention are:
§? Establishment of a regional exchange for the joint prevention of plastic waste discharge into the Adriatic Sea.
§? Strengthening the capacities of national actors to implement legislation to reduce plastic waste in every country and facilitating exchange on successful measures.
§? Supporting processes based on the concepts of circular economy and Extended Producer Responsibility (EPR).
§? Advisory on application of the Waste Flow Diagram (WFD) method to improve the database on plastic leakages, also in line with international obligations.
§? Startups and Small and Medium Enterprises (SME) implement first steps of their business models based on plastic waste reduction or recycling strategies.
§? Awareness raising, e.g. through the concept of the “Low Plastic Zone” and social media activities.

GIZ Office Albania seeks the following staff:
Advisor - awareness-raising, social media and monitoring
?
This is a full-time position, with a focus on developing and executing effective strategies to promote Marine Litter Prevention, awareness on the topic, but also implementation of practical action plans.
The Advisor will be responsible for raising awareness and promoting Marine Litter Prevention to the public, stakeholders, and communities in all four partner countries. She/he is an expert in social media and knows how to address and involve young audiences.
She/he will also be responsible for the monitoring of the program, collecting data related to the indicators regarding the above-mentioned intervention areas including gender aspects. She/he will also support all of the above working areas, especially during peak times of activities.
Regarding awareness, she/he will be responsible for designing and implementing social-media campaigns, developing educational materials, and supporting community outreach efforts.
The applicant must be willing to undertake regular travel to the partner countries.

1.????? Advising on awareness
The advisor
§? Develops an overall awareness strategy for the program. This strategy focuses on the use of social media, but covers also development of other PR materials, events etc. Implements the above strategy and organizes awareness-raising campaigns on environmental education, aiming at reducing single-use plastic items and promoting marine litter prevention
§? Creates and designs social media content, engaging and informative educational materials, including brochures, posters, videos, and power point presentations
§? Identifies international practices and stay up-to-date with the latest trends and best practices in awareness-raising and environmental communication and transfer applicable solutions to the local context in the four partner countries
§? Deals with the design, preparation and implementation of workshops, seminars, and other events on marine litter prevention, especially for children and youth
§? Supports the program manager in drawing up terms of reference and in selecting and commissioning consultants and supports them in their assignments

§? Supports cooperation and dialogue for PR work and awareness with partners
§? Supports cooperation with relevant organisations, non-governmental agencies and individuals in the programme environment and with other projects to improve and maintain good working relationships
§? Communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the program

3.????? Monitoring and Knowledge management

§? Reviews the existing monitoring system and data considering gender aspects

§? Updates data for all intervention areas in close collaboration with program experts, especially to monitor outreach of the program contents on social media
§? Prepares input for various program reports including annual reports, and contributes to other reports required by the program manager and GIZ Head Office
§? Assists with research activities and studies

4.????? Coordination tasks

§? Assists with general programme planning and develops programme concepts including preparation, organisation, implementation, monitoring, and documentation
§? Coordinates relevant programme activities in consultation with the programme manager and the team, both as regards implementation and preparing organisational aspects
§? Handles order management on behalf of GIZ (e.g. impact monitoring, programme progress review, reporting)
§? Monitors and report on the progress of programme activities and adjust strategies as needed

B.???? Required qualifications, competences and experience
Qualifications
Bachelor's and Master’s Degree (or equivalent) in communication, business management, social sciences or a related field
?Professional experience
§? At least 3 years of experience as a communication expert focusing on awareness raising campaigns, social media, development of learning materials, event organization, design
§? Experience with international project/program monitoring
?Other knowledge, additional competences
§? Excellent verbal and written communication skills, with the ability to communicate complex information in an engaging and accessible manner, in particular in social media formats
§? Proven ability to work within complex institutional and organisational settings in an international environment and regional context, oriented on and producing tangible results
§? Strong coordination and organizational skills, with the ability to multitask and prioritize responsibilities effectively
§? Knowledge of current trends in social media platforms and digital marketing tools in the Western Balkans
§? Ability to work independently and as part of a team as well as coordinate external experts and consultants
§? Experience with reporting and monitoring of international organizations including gender aspects
§? Willingness to work flexible hours and travel, including evenings and weekends, as required
§? Very good working knowledge of ITC technologies and computer applications (e.g. MS Office) including monitoring of social media outreach
§? Excellent English and excellent command of Albanian language
§? Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
