The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) is a federal enterprise that supports the German Government in achieving its objectives in the field of international cooperation for sustainable development.

Program Background

In July 2022, the EU opened accession negotiations with Albania and is examining the extent to which Albanian law needs to be adapted to EU legislation. Although 70% of household waste is collected, only 17% is recycled. More than 50% of the waste is of organic origin, but is not used to create added value, but is disposed of in landfills or unregulated dumpsites. The collected wastewater is mostly discharged untreated into influent waters, resulting in massive pollution of groundwater, rivers and the Adriatic Sea.

For the transition from a linear waste and wastewater management to a sustainable circular economy, a better basic understanding of circular economy principles, their implementation in concrete measures by efficient national and local authorities, a better participation of the private sector, but also an improved environmental behaviour of the population are essential.

The module objective is: The legal and financial foundations for the transition to a sustainable circular economy for waste and wastewater management have been created.

A.???? Responsibilities

As communication, monitoring & gender and upscaling specialist you are a highly motivated and skilled professional to join the project team “Circular Economy for sustainable urban development” and you are closely connected to every team member. The project aims to create the legal and financial foundations for the transition to a sustainable circular economy for waste and wastewater management until mid-2026, Output 1 aims to establish EU-compliant instruments for the circular economy. ·???????? contribute to the implementation of all external and internal communication and visibility activities of the project in line with EU and GIZ rules and regulations.

·???????? are fully dedicated lead advisor on monitoring & evaluation; you are organising and moderating steering committee meetings and stakeholder workshops.

·???????? advice the Albanian school on public administration (ASPA) in the design of online training modules on Circular Economy (CE) in the waste sector.

·???????? advice in implementing the gender agenda of the sector in accordance with the requirements of EU and GIZ.

·???????? implement an upscaling concept for municipal green waste composting facilities together with the Ministry of Environment (MoTE) and publish it on the e-platform for municipal circular economy measures of MoTE (Modul Indicator).

In this capacity you perform the following tasks:

A.???? Tasks

In terms of external and internal communication and visibility activities

?·???????? You developpe and implement the project's communication and visibility strategy, ensuring compliance with EU and GIZ rules and regulations.

·???????? You coordinate and execute external and internal communication activities, including the creation of communication materials, organizing events, and managing online platforms.

·???????? You collaborate with relevant stakeholders to enhance the project's visibility and promote its objectives and achievements.

·???????? You monitor and evaluate the impact of communication activities and provide recommendations for improvement.

·???????? You write easy-to-read PR articles, reports and newsflashes on project activities (e.g. success stories).

·???????? You create engaging and reliable social media and website content in Albanian and English (including but not limited to: posts, stories, short videos etc.), by gathering information from project’s staff or going to project’s events and activities.

·???????? You are responsible to develop, backstop and finetune standard layouts for the project (e.g. fact sheets, roll-ups, posters, standard presentations).

·???????? You support project management to coordinate events and news with political partners (MoTE) as well as other stakeholders.

·???????? You design and update promotional materials and oversee relevant subcontractors (e.g. fact sheets, roll-ups, posters, presentations, invitations).

·???????? You support project staff in all outputs with design requests related to project activities, requests related to event management and organization.

·???????? You prepare newsletters, intermediate and final reports in terms of content and layout.

In terms of being the advisor on monitoring and evaluation:

?·???????? You lead the monitoring and evaluation system of the project, ensuring the effective tracking of project indicators and targets.

·???????? You ensure the regular update of monitoring templates in line with EU and GIZ requirements in close collaboration with technical advisors of the projects.

·???????? You organize and moderate steering committee meetings and stakeholder workshops to gather inputs and assess project progress.

·???????? You regularly update the monitoring tool by relevant data collection and evaluation framework to assess project outcomes and impacts.

·???????? You prepare regular monitoring reports, highlighting key findings, trends, and re-commendations for project improvement.

·???????? You deliver input to the various project reports/publications including annual reports in line with EU/GIZ requirements and you contribute to other reports as required.

·???????? You further develop and oversee the project’s knowledge management system and tap into other knowledge management systems in line with GIZ standards.

In terms of advising the Albanian school on public administration (ASPA) in the design of online training modules on Circular Economy (CE) in the waste sector:

?·???????? You provide technical advice to ASPA in the design and development of online training modules on Circular Economy (CE) in the waste sector.

·???????? You support ASPA in the coordinating with MoTE and municipalities to identify training needs, content, and delivery methods.

·???????? You ensure the modules are interactive, engaging, and aligned with the learning objectives of the target audience.

·???????? You support ASPA in conducting pilot testing and gather feedback to refine the training modules.

In terms of implementing the gender agenda of the sector in accordance with the requirements of EU and GIZ:

?·???????? You support the implementation of the gender agenda for implementing gender equity in circular economy approaches, ensuring alignment with EU and GIZ requirements.

·???????? You support to evaluate the gender assessment and analysis to identify gender-specific needs and opportunities within the project.

·???????? You develop strategies and recommendations to mainstream gender equity into project activities and policies.

·???????? You assist in implementing gender equity in circular economy approaches in laws and their implementation strategies and their adaptation by the MoTE.

·???????? You provide guidance and training to project staff and stakeholders on gender implementation approaches.

·???????? You act as liaison person for gender related topics and coordinate with other active actors in the field such as EU, UN Women, and other GIZ projects.

·???????? You participate in gender network meetings in the country/sector and contribute to the exchange of knowledge on gender-sensitive monitoring of results and on gender mainstreaming.

In terms of implementing an upscaling concept for municipal green waste composting facilities:

?·???????? You collaborate with the Ministry of Environment (MoTE) to develop an upscaling concept for municipal green waste composting facilities.

·???????? You evaluate the experience of the project in partner municipalities and dvelope best practise examples.

·???????? You conduct research and analysis as well for best practices and innovative approaches in municipal circular economy measures.

·???????? You develop a comprehensive upscaling concept that includes guidelines, methodologies, and recommendations for expanding green waste composting facilities including financing strategies.

·???????? You assist MoTE to publish the upscaling concept on their e-platform for municipal circular economy measures (Modul Indicator).

B.??????? Required qualifications, competences and experience:

?·???????? Education/training: Bachelor's or Master's degree in a relevant field such as Communication Sciences, Journalism, Marketing, Design, Development Studies, Project Management or related fields

·???????? General professional experience: at least 5 years of professional experience in communication management, Media, Journalism, gender mainstreaming, monitoring and evaluation or related field, Proven experience in communication and visibility, preferably in projects funded by the EU and implemented by GIZ or similar international organizations

·???????? Languages: Fluent in Albanian, excellent English language skills required (especially written skills)

. Specific professional experience: Experience in journalistic writing; Understanding of M&E standards and requirements; Understanding of Gender issues especially related to the sector in the Albanian context; Proficiency in design and/ or editing software are considered an asset; Previous experience in working with CMS such as WordPress; Skills in photographing, shooting, and editing of short videos will be considered an advantage; Creativity and strong understanding online communication channels are a must.
