France to Launch 10 GW Offshore Wind Tender in Coming Months

The French government has unveiled its intention to launch the tenth call for tenders (AO10) for the development of offshore wind farms, targeting a total capacity between 8 GW and 10 GW. The process is expected to begin in the coming months, with the objective of awarding contracts by the fall of 2026.

The tenders are set to be issued for two fixed-bottom and three floating offshore wind farms, which are planned to be located off the coast of Fécamp in northwestern France, as well as in the waters surrounding Brittany, the western Gulf of Biscay, and the southern Mediterranean coast.

Offshore studies will be conducted by the state in these areas from this fall, according to the energy ministry.


New York Bidders File Final Proposals, RWE Plans 2.8 GW Offshore Wind Farm

The developers who entered their projects in New York’s fifth solicitation for offshore wind energy have submitted finalised proposals, with RWE and National Grid Ventures’ Community Wind offshore wind farm now proposed to have a generation capacity of up to 2.8 GW and to be built in two phases by 2032.

In September, the New York State Energy Research and Development Authority (NYSERDA) said it received a total of 25 proposals from four developers in its latest offshore wind solicitation.

These include the three projects that were rebid after being cancelled by NYSERDA earlier this year and a new project from ?rsted.


Copenhagen Energy to Fast-Track 4 GW Offshore Wind Projects in Philippines

PetroGreen Energy Corporation (PGEC) and Copenhagen Energy (CE)’s floating offshore wind projects in the Philippines have been awarded the Green Lane Certificate by the Philippine Board of Investments (BOI).

According to CE, the certification is designed to streamline the process of securing future permits and licenses, allowing the company to fast-track the development of offshore wind projects.

PGEC and CE began to co-develop projects off the coast of the Philippines in 2020 and formalized their collaboration by creating a partnership, BuhaWind Energy Philippines, in 2022.

The partnership is working on developing three floating offshore wind farms off the coast of the Philippines, with a potential combined capacity of 4 GW.


Statkraft Plans to Build 2.1 GW Offshore Wind Farm in Sweden

Statkraft has submitted a planning application to the Swedish Ministry of Climate and Economic Affairs for the 2.1 GW Baltic Offshore Delta North offshore wind farm in the Baltic Sea.

The proposed offshore wind farm includes up to 105 turbines in an area far out at sea to ensure low to no visibility from land.

The Delta North project is planned to be built in Sweden’s economic zone, approximately 100 kilometres east of Stockholm and 55 kilometres east of Sandhamn Island.

With water depths ranging from 40 metres to 80 metres, the area is the only suitable location for bottom-fixed offshore wind at scale in the Baltic Sea north of Gotland, according to the company.


German Firm Sets Plans for USD 4.6 Billion Offshore Wind Project in Vietnam

Germany-based PNE AG is set to invest USD 4.6 billion to build an offshore wind farm with a capacity of up to 2 GW in Vietnam’s Binh Dinh province.

On 22 October, PNE CEO Per Hornung Pedersen visited the province and engaged with local officials to explore ways to advance the project, according to an official statement.

PNE said that the offshore wind project has received support from the governments of Vietnam and Germany, and expressed hope that it will be picked as a pilot project within a partnership programme involving both countries.

With a total capacity of 2,000 MW, the wind farm is planned to be constructed in three phases. Once fully operational, the project is expected to provide about 7.1 billion kWh of electricity annually.
