For 20 years, the US has provided humanitarian assistance for the people in crisis in Darfur and?implemented?financial sanctions on some of the accused perpetrators of the violence.?

In 2005, Congress passed resolutions declaring that the violence in Darfur constituted genocide. Then-President George W. Bush declared on the floor of the UN General Assembly that the situation was genocide.?

But that was it – naming the crime and then tossing the situation to the UN. And at the UN, both Russia and China consistently blocked efforts to send in peacekeepers and to find a resolution to the crisis.?

Aid and sanctions are vital, but they address symptoms of the problem. The problem in Darfur?is the struggle for control of the region by a brutal government and targeting innocent people in that struggle.?
