Generic & Best Practice Principles When Developing Aviation Safety Performance Indicators (SPI’s)

Concerning Ownership -?Responsibilities, Choice of Criteria & Standards, Administrative Processes, and Arrangements to provide for Development and Continuous Oversight of SPIs should be defined as part of the safety management system.

  • Note – For the most effective process try to ensure that SPIs shall be owned by the individual who has the accountability for managing the performance described by the SPI.

SPI’s Integrated widely into the Organizational Management System?-?To ensure that SPI’s are available to fully support the leadership team decision-making process they should be developed as an integral part of the business process oversight.

  • Note -?SPIs become a key tool for the Management Decision Making process and should be used in conjunction with other available information to support the best outcome and understanding regarding the need for appropriate mitigations.

Ensuring Full Engagement –?To maximize positive engagement SPIs should be fully aligned during the development to ensure that they connect appropriately with ownership and responsibilities of a particular business area.

Addressing the Organizational Hazard Profile -?To?optimize the performance monitoring process SPI’s?should be established using an objectively (Data-Driven Approach) and as far as possible based on the widest business objectives and ensuring full consideration is given to the hazard profile of the organisation.

Building a Framework of Diverse Indicators –?To?provide full value to the SMS System The SPI framework should include the following where possible:

  • Short Term Leading & Lagging Indicators
  • Long Term Leading & Lagging Indicators
  • Ensure valid causal links are established between Leading & Lagging Indicators

Frequency of Monitoring of SPI’s?- It is important that SPIs are measured, monitored, and reported on a regular basis, noting that over-monitoring is not beneficial rather to build a manageable data set which can provide the necessary metrics.

Recording of SPI’s -?Individual SPIs should be wherever possible simple & clearly understood and recorded within the safety management system.

The Need for Continuous Review –?The value (return on Investment essentially) of our chosen SPIs should be subject to regular review to ensure:

  • ?That our chosen SPIs both individually and collectively continue to evolve based on the needs and strategic direction of the organisation.
  • The review should focus on removing underperforming SPI’s and adding value or improving our existing Indicators as well as developing new Indicators to drive improvement’s through more effective oversight.
