Generative AI is transforming industries globally, and governments are keen to explore its potential. Public sector organizations are leveraging AI to improve services, enhance decision-making, and streamline operations. However, there are considerable challenges in adopting AI at scale. Today, I would like to discuss the latest data that provides a preview of the public sector’s readiness for AI, the obstacles it faces, and practical solutions for overcoming them, based on recent survey findings.
Readiness for Generative AI in the Public Sector
While interest in Generative AI is growing, public sector organizations are at various stages of readiness. According to Deloitte’s Q3 2024 survey, only 17% of public sector organizations rate their AI expertise as "high" or "very high." This highlights a significant gap in the skills needed to fully leverage these technologies (Deloitte AI Institute, 2024). Governments have started increasing AI investments, with 63% of public sector organizations reporting more funding for AI initiatives. However, adoption has been slower compared to other sectors. Only 30% of AI experiments have moved into production, reflecting difficulties in scaling these solutions.

Public sector organizations face unique challenges in AI implementation, stemming largely from data management issues, regulatory hurdles, and the lack of skilled AI personnel.
Data Management and Security
Handling sensitive information, including data security and confidentiality, is critical for public sector organizations to be able to design and operate an AI solution. The survey shows 58% of public sector organizations are highly concerned about using sensitive data in AI projects, and affordable and accessible solutions are not readily available to small local governments.
Data systems in many government organizations are outdated or isolated in silos, making it difficult to ensure data quality, which is essential for effective AI applications. Most data formats used by small to medium-sized governments were never designed with a Large Language Model (LLM) format in mind, and they tend to lack the budget and expertise needed to make a quick leap to AI with their own custom data set.
Some type of affordable and secure platform is certainly needed in the small to medium-sized local government market. Still, there is also a clear need for a service that helps a public sector organization organize and categorize its data. In short, the government has a problem in need of a solution simply to get ready to participate in the AI revolution.
Regulatory Compliance and Risk Management
Public sector organizations face strict regulations around data usage, privacy, and security. In the recent Deloitte survey, only 36% of respondents identified compliance concerns as a significant barrier to AI adoption. My belief here is that this is due to the fact that the AI landscape has not had time to be overly regulated at the moment, and it is hard to be found to be out of compliance when there are no standards for oversight.
Regulatory uncertainty further complicates the use of AI, as organizations are often unsure of how to comply with emerging laws. Policy and lawmakers don't fully understand what is "AI" versus what is "AI-Powered" versus what is "AI-Assisted". Let's not even go into tools that appear to AI but aren't, or how AI and its related tools fall into public records acts.
Lastly, managing AI-related risks, such as bias and security vulnerabilities, remains a challenge. Only 23% of public sector organizations report being fully prepared to handle these risks.
Talent and Skill Gaps
A major challenge for public sector organizations is the lack of in-house AI expertise. Government entities often depend on external vendors or consultants to manage AI projects. This limits their ability to innovate internally. To successfully adopt AI at scale, public sector employees need specialized training, but many government organizations have been slow to implement such programs. Although there are challenges, the public sector can implement specific strategies to improve AI readiness and address key obstacles.

Enhancing data security and quality should be a top priority for public sector organizations. The survey reveals that 54% of agencies have already begun improving data security, while 48% are working on enhancing data quality (Deloitte AI Institute, 2024). Government entities should adopt modern data life cycle management solutions to ensure the security, privacy, and reliability of their data, which is crucial for the successful deployment of AI systems.
Public policy institutions could work with AI and Data Scientists to develop a framework for data organization and storage that makes future LLM or customized data easier to create. I would suggest starting with the low-hanging fruit items like how to organize documents and data sheets so they are easier to read by an AI system.
Establishing Clear Governance and Risk Management Frameworks
Risk management and governance are critical in managing AI implementation risks. Public sector organizations should develop comprehensive risk management strategies that address concerns about data privacy and AI bias. 60% of all organizations are currently using employee training and guidelines to oversee AI use. Governments should also monitor global regulations and prepare for changes in AI policies by developing strong governance frameworks.
Upskilling the Workforce
Addressing the talent gap is crucial for the public sector to successfully adopt AI. Public sector organizations should invest in workforce development programs, collaborating with academic institutions and technology providers to deliver targeted AI training.

Starting with small-scale projects that deliver immediate results can help build confidence and secure broader stakeholder support for further AI investments.

While regulatory concerns are a barrier, public sector organizations can adopt a balanced approach to innovation. Developing "walled gardens" for AI experimentation—environments with controlled data exposure and clearly defined rules—can allow governments to explore AI applications while adhering to compliance regulations.
