GB / T 45001-2020 Occupational Health and Safety Management System Requirements and Guidelines released on 06th March 2020. this is equivalent to ISO 45001: 2018, This standard replaces GB/T 28001-2011 Occupational Health and Safety Management System Requirements and GB/T 28002-2011 Occupational Health Safety Management System Implementation Guide. Major changes in the new version of the standard:
- Adopt high-level structure in ISO / IEC guidelines;
- Adopted risk-based thinking;
- More emphasis on the organizational environment and the needs and expectations of staff and other interested parties;
- Strengthened the role of leadership;
- Emphasis on staff consultation and participation;
- The requirements for hazard identification and risk assessment have been refined;
- The requirements for documented information are more flexible;
- Detailed operation control requirements;
- Increased procurement control, contractor control, and outsourcing control requirements;
- Strengthened change management requirements;
- Pay more attention to OH & S performance, performance monitoring and measurement;
GB / T 45001-2020 emphasizes that these occupational health and safety factors are reflected in the entire management system of the organization and require a higher degree of recognition from management and leadership.
The standard requires that when planning an OHS, the organization should determine the risks and opportunities that the organization needs to deal with. Risks and opportunities exist in the organization's sources of risk, compliance, as well as the environment in which it is located and the needs and expectations of interested parties.
The standard requires organizations to take measures to deal with risks and opportunities to ensure that the system can achieve the expected results of the organization and continuous improvement of the organization in occupational health and safety.
Organizations need to consider their contractors , subcontractors and External Service Providers , as well as, for example, how their own work will affect neighboring neighbors. This will be more extensive than just focusing on the conditions with internal employees, meaning that organizations cannot simply "graft" their risks through outsourcing.
Guobiao standards or GB standards are the Chinese national standards issued by the Standardization Administration of China (SAC), the Chinese National Committee of the ISO and IEC.
