The Conference administration admits conceptions to participate in discussions.

Descriptions of conceptions and discussion materials should be presented in the discrete format.
Each brief description of an elementary property of the object under consideration should be presented in a separate paragraph.
Paragraphs are separated by blank lines.

Conception descriptions consist of three parts:
description of the current state of the reformed system, its problems and their causes;
description of the target state of the system and the criterion for its achievement;
description of the process of the system transition from the current state to the target state, required and available resources.

Participants of discussions are proponents of concepts and their opponents. Opponents are, as a rule, proponents of competing concepts, as well as additional experts.
The Conference administration may get in other opponents and ban any discussants.

Politicians may not participate in discussions to prevent their influence and bias in evaluating concepts and making decisions.

The subject of discussions is the alleged errors of concepts and comments.

Readers evaluate errors of concepts based on discussion materials.
