Sustainment and Deferred Maintenance remain unmanaged.
Mismanagement of facilities and other built environment physical infrastructure has plagued the DoD and GAO for decades and continues unchecked.
The result is a continuous decline of the built environment and extreme levels of financial and environmental waste.
#1 DoD "standardized" on Builder SMS, a tool known to be far from complete and to lack critical requisite capabilities. Furthermore, superior solutions exist from the private sector, yet the government continues to develop its own technology. When has that ever worked out?
#2 To this date, neither the DoD nor the GAO have, or require financial visibility, transparency, and verifiable cost management. Current, objective, local market labor, material, and equipment costs are crucial for managing repair, renovation, maintenance, or new construction projects. Neither the DoD nor GAO prioritize this vital information.
#3 These barriers hinder any efficient lifecycle management of the built environment.
