Andrew Cleary - Interim Deputy Director - Project Data, DEFRA
Andrew is obsessed with how the government gets, manages and exploits its data. Having previously co-founded a firm doing evidence work for UK and US governments overseas, Andrew has put data at the heart of Defra’s major project delivery since becoming a UK civil servant. As Deputy Director – Project Data, he leads Defra’s efforts to reap the opportunities presented by data and AI in project delivery. He helps drive data and digital-led change across the wider government project delivery system.
Ed Raffle CEng MIMechE - Project Director, Turner & Townsend
Ed Raffle is a Project Director within Turner & Townsend’s Infrastructure team in Ireland and a former Royal Naval Marine Engineer Officer. With over 14 years of experience in project and programme management, Ed has led large multi-discipline programmes in government, public, utilities, and financial sectors. He has contributed to critical infrastructure projects for companies such as EirGrid, Ministry of Defence, Gas Networks Ireland, and Irish Water.
Ed is working on the Celtic Interconnector project with EirGrid, an electricity link between Ireland and France. He has been instrumental in its development, focusing on stakeholder engagement, contingency planning, and project management. Ed’s expertise in establishing Project Management Offices (PMOs) has been crucial to the project's success.

How to Build a Community of Practice
Where a community of practice (CoP) is a group of people who share a common concern, a set of problems, or an interest in a topic and who come together to fulfil both individual and group goals, a Community of Interest (COI) is a group of people who have a shared identity or experiences, missing out the shared goals or objectives.
This can mean that the community champions become the only voice and provide information instead of an opportunity for conversation. This ultimately leads to the demise of the community as those few actively involved lose faith in its value or become too busy to do everything by themselves. This is commonly seen in organisations with many enthusiastic volunteers who don’t have the time to continue beating the drum independently.
PMO and Technology
A Wellingtone community networking event brought to life a much-talked-about topic: Project Management technology. As a Microsoft Gold Partner, Wellingtone can praise the software available from the world’s most extensive provider offerings, but as a community event, that wouldn’t wash. So instead, we welcomed one of our Clients, Nuclear Restoration Services (NRS), to tell their story.

Louise Allcock (NRS) and Baz Khinda (Wellingtone) were joined by Wellingtone Community members from all over the globe, all using different types of technology, from spreadsheets to various project management solutions.
To start the conversation, the group highlighted reasons why technology is hard to implement, some of which may sound familiar or at least not shocking.
