The Vulnerable State of Our Water Systems ??

Our water infrastructure is much more fragile than many of us realize. As Allison Lassiter points out, the spotlight is often on roads and bridges, but our water systems could be the most vulnerable public infrastructure. Climate change affects the natural water systems tied to our built infrastructure—pipes, pumps, aqueducts, and dams. Changes in these natural systems impact the quality and timing of water supplies available for treatment and consumption. ????

The Funding Gap: A Harrowing Outlook ??

Despite the urgency, investment in U.S. infrastructure could be much higher. At just 1.6% of GDP, it's one of the world's lowest levels of national infrastructure investment. If we maintain this trend, by 2040, the U.S. will have the largest shortfall in infrastructure investment globally—a staggering $3.8 trillion gap. ????

Traditional Financing: A Dead End? ??

Water agencies predominantly rely on revenue from rate payers. However, these revenues are often insufficient, and political barriers make rate adjustments difficult. Consequently, maintenance is deferred, and agencies may accumulate unsustainable debt levels. Privatization offers a partial solution but also brings problems, such as soaring water bills and reduced service reliability. ????

A New Path: Innovations in Financing and Technology ?????

Infrastructure Asset Recycling: An Australian Model ????

One compelling approach to close the funding gap is to take inspiration from Australia's Infrastructure Asset Recycling initiative. This method essentially divests from less critical state assets, putting the funds in a transparent trust, which is then reinvested in new infrastructure projects. Imagine selling a bridge to reinvest in crucial water systems—this approach has successfully funnelled money into infrastructure investment down under and could be replicated here. ?????

Smart Technologies and Pricing Models ??

As the RAND Corporation and the Alliance for Water Efficiency suggest, not all systems are equally in need of repair. Adopting a risk-based strategy and smart water technologies can help prioritize investments effectively. Smart tech can improve efficiency and reduce costs, while innovative pricing models can balance conservation goals with revenue needs. ????

The Road Ahead: A Multi-Faceted Approach ??

Meeting the massive challenges in water infrastructure will require a multi-faceted approach that combines targeted investment, innovative pricing, and the adoption of smart technologies.

Public investment remains critical, but we also need new financial tools and cross-sector cooperation to ensure that our water systems are robust, efficient, and equitable for years to come. ????
